Summary of the contracting process

Tower Hamlets is procuring a nationwide Integrated Statutory Advocacy Service, combining its existing in-borough and out-of-borough advocacy arrangements. The service will support eligible Tower Hamlets residents in the borough, across the North East London footprint and, where residents are temporarily placed elsewhere, throughout the United Kingdom. It covers Independent Mental Capacity Advocacy, including Deprivation of Liberty Safeguards and Relevant Person’s Paid Representative functions; Care Act Advocacy for people facing substantial difficulty participating in care planning or safeguarding; and NHS Complaints Advocacy. The purpose is to provide timely, independent and effective advocacy, helping people understand and exercise their rights, participate in care and support decisions, and have their views heard where capacity is limited or fluctuating. This is a health and social work services opportunity.

The procurement has reached tender: Tower Hamlets invited suppliers to submit offers through an open procedure. It is a single lot and electronic submission is allowed in English through the London Tenders portal. Questions had to be submitted by 18 September 2026 at 5:00pm, and offers by 28 September 2026 at noon. The contract is scheduled to run from 1 February 2027 to 31 January 2030, with a possible renewal described as 3+1 and a latest potential end date of 31 January 2031. The estimated value is £1,547,480 excluding VAT, or £1,856,976 including VAT. Evaluation is based on 60% quality method statements, 30% price and 10% social value. Relevant capability includes qualified advocacy provision for mental capacity and Deprivation of Liberty Safeguards matters, Relevant Person’s Paid Representative work, Care Act advocacy, safeguarding and care-planning support, and NHS complaints advocacy. Suppliers should be able to support people with limited or fluctuating capacity, communicate rights clearly and enable meaningful participation in decisions. The service requires consistent delivery for residents in Tower Hamlets, across the North East London footprint and outside the area when residents are temporarily placed elsewhere. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable participants. Technical and economic capacity must meet the ITT and specification.

Notice Description

Tower Hamlets Council proposes to procure a high-quality, person-centred Integrated Statutory Advocacy Service to ensure that residents eligible under national legislation receive timely, independent, and effective advocacy. This procurement will bring together the following two separate advocacy contracts into a single contracting approach: 1. The Integrated Statutory Advocacy Service (ISAS), which supports Tower Hamlets residents in the borough and across the Northeast London (NEL) footprint with a range of statutory advocacy support, including Independent Mental Capacity Advocacy (IMCA), Responsible Pair Persons Representative (RPPR), NHS Complaints Advocacy, and Care Act Advocacy (CAA). 2. The Out-of-Borough Statutory Advocacy Service, which ensures eligible Tower Hamlets residents temporarily placed outside of NEL boroughs receive independent statutory advocacy. This includes RPPR and CAA functions only. The intention is to effectively merge these two contracts and go out to the market for a nationwide Integrated Statutory Advocacy Service. It will ensure that individuals: * Are supported to understand and exercise their rights * Can participate fully in decision-making about their care and support * Have their voices heard where capacity is limited or fluctuating * Receive consistent, high-quality advocacy regardless of where they live The scope of this procurement covers: * Independent Mental Capacity Advocacy (IMCA) including DoLS and Relevant Person's Paid Representative (RPPR) functions * Care Act Advocacy (CAA) for people with substantial difficulty participating in care planning or safeguarding * NHS Complaints Advocacy

Planning Information

To provide potential suppliers with more information about the upcoming opportunity, we are hosting an online Market Engagement session that will take place on MS Teams on Tuesday 9th December 2025 time 1-2.pm. The session is advertised openly using this notice. We are currently in the process of re-procuring our flagship Advocacy Service: The Integrated Statutory Advocacy Service. This contract will include: A local element, which aims to provide statutory advocacy for Tower Hamlets residents, and A national element, which will support LBTH residents who are temporarily housed outside the borough; however this service does not include IHCA. During our upcoming event, we will be available to answer any questions you may have. If you are interested, we would be pleased to invite you to submit a bid. Suppliers wishing to attend the Market Engagement session should complete and submit the table below with the relevant details. Upon receipt you will be added to the supplier registration. Invites will be sent out upon registration. Once registration details for the Market Engagement session are complete, please return this document via the messages function through the Proactis Procurement Portal. NOTE: Attendance at the market engagement is optional and does not provide suppliers with an advantage in any future related procurement. Attendance also does not constitute as an intention to tender for any future related procurement.
