Summary of the contracting process

Lincolnshire County Council is initiating a procurement process for the provision of Dry Mixed Recycling (DMR) services, targeting a start date of July 2027. This process is currently in the planning stage, focusing on the collection, haulage, processing, handling, and sale of DMR, with operations expected to be conducted within the United Kingdom (specifically the UKF3 region). The council, based in Lincoln, aims to enhance service efficiency and environmental sustainability across its waste management operations. Key upcoming activities include site visits to Waste Transfer Stations scheduled for 14th and 20th July 2026. Interested suppliers must confirm their attendance by 9th July 2026, indicating active engagement opportunities in preparation for tender submissions. The preliminary market engagement notice was published on 1st December 2025.

This tender presents substantial opportunities for businesses involved in waste management, particularly those specialising in refuse disposal and treatment. The contract, estimated at a value of £23.5 million, runs from July 2027 to June 2032, offering an extended period for business growth. Small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) are especially encouraged to participate, supported by the project's focus on innovation and social value enhancement. Companies adept in managing comprehensive recycling operations by utilising advanced technologies and processes may find this tender particularly lucrative, given its emphasis on efficiency, environmental impact reduction, and flexibility to adapt to potential changes in household collection methods. Businesses can access more details and register their interest through the Panacea e-tendering portal.
