Summary of the contracting process

Lincolnshire County Council is procuring dry mixed recycling services covering the collection, haulage, processing, handling and sale of recyclable materials. The work is classed as refuse, cleaning and environmental services. It is divided geographically across Lincolnshire: the Northern area covers Gainsborough, Louth and South Hykeham; the Southern area covers Boston, Grantham and Sleaford; the Central area covers South Hykeham; and a combined option covers all sites. The requirement is suitable for both small and medium-sized enterprises and voluntary, community and social enterprises. Suppliers will need to provide an end-to-end recycling operation serving the council’s waste transfer stations, including onward processing and sale of the recovered materials.

The procurement has reached tender: Lincolnshire County Council invited suppliers to submit full and final tenders through an open competitive flexible procedure, with an optional negotiation stage for preferred bidder or bidders. Bids may cover any combination of the three geographic lots, or all lots through the combined option. Clarification questions were due by 16 October 2026 at 22:59, and tenders by 30 October 2026 at 12:00. The intended award decision date is 1 December 2026. The total estimated value is £7.8 million gross. Lot values are £1.2 million for Northern Lincolnshire, £600,000 for Southern Lincolnshire, £3 million for Central Lincolnshire and £3 million for the combined option. Contracts are planned from 1 July 2027 to 30 June 2031, with two possible one-year extensions. Evaluation is 60% quality and 40% price.

This opportunity suits waste management and recycling operators able to run a reliable, end-to-end dry mixed recycling service. Relevant capability includes collecting materials from waste transfer stations, arranging haulage, managing receipt and handling, processing mixed recyclables to the required standard, and selling the recovered output. Suppliers should be able to serve one or more of the Northern, Southern or Central Lincolnshire areas, or coordinate operations across all listed sites for the combined requirement. The council arranged visits to the Sleaford and Gainsborough waste transfer stations so prospective bidders could understand the material composition, volumes and operating environment; attendance was strongly encouraged. The quality-led evaluation favours suppliers able to demonstrate a robust service model, operational capacity and credible delivery arrangements.

Planning Information

The Authority is undertaking a procurement exercise for the provision of a Dry Mixed Recycling (DMR) service. As part of this process, Suppliers are invited to attend organised site visits at two Waste Transfer Stations to gain an understanding of the nature, composition, and volumes of materials received. The site visits will be held on the following dates and times: 14 July – Sleaford (11:00) 20 July – Gainsborough (14:00) Attendance at the site visits is strongly encouraged to inform the preparation of tender submissions. Suppliers wishing to attend must confirm their interest by contacting sheralee.lunn@lincolnshire.gov.uk no later than 9 July. Further details will be provided upon registration.
