Summary of the contracting process

Greenshaw Learning Trust is procuring waste collection and related waste management services for its schools. The requirement covers seven Berkshire schools and eleven London and Surrey schools, with delivery across Berkshire, London, Surrey and the Sutton area. The work is a public-sector waste services contract, covering the collection and management of school waste. The Trust is based in Sutton and is the buying organisation. The requirement is divided into two service areas: Berkshire schools, and London and Surrey schools. Future schools may be added to either service area, subject to the supplier’s performance and a commercial review. The procurement is therefore relevant to waste collection and recovery operators able to provide multi-school services across these locations.

The procurement has been completed and awarded following an open competitive flexible procedure involving tender evaluation, supplier shortlisting and interviews. The Berkshire lot was awarded to Oxford Direct Services Trading Limited on 29 January 2026 for £260,000 gross; its signed contract is worth £270,000 gross, signed on 24 June 2026, running from 24 June 2026 to 31 August 2029, with extensions possible to 31 August 2033. The London and Surrey lot was awarded to SUEZ Recycling and Recovery UK Ltd on 29 January 2026 for £506,000 gross; its signed contract is worth £513,000 gross, signed on 2 June 2026, running from 2 June 2026 to 31 August 2029, with extensions possible to 31 August 2033. Each lot was evaluated on price (40%), quality (50%) and social value (10%). Eight bids were received for Berkshire and six for London and Surrey. Three Berkshire finalists and one London and Surrey finalist were SMEs.

This award shows that Greenshaw Learning Trust buys coordinated waste collection across a substantial school estate, using separate geographic service areas and a competitive flexible process. A credible future competitor would need operational coverage across Berkshire, London and Surrey, suitable collection vehicles and containers, reliable scheduling, and the capacity to serve multiple schools. The contracts’ performance measures indicate that suppliers must maintain legal compliance, health and safety, fit-for-purpose containers, waste-stream reporting, recycling performance and recycling investment. They must also support regular contract meetings and audits, provide evidence of completed collections, and demonstrate sustained service quality. The evaluation gives quality greater weight than price and includes social value, so bidders need strong delivery methods, measurable environmental outcomes and clear community benefits, alongside competitive pricing.
