Summary of the contracting process

The Scottish Government, acting through its Marine Directorate, procured vessel repair and maintenance services for the marine research vessel MRV Scotia. The requirement covered major overhauls of three flexible generator couplings while the vessel was in port, including onboard servicing by a qualified service engineer, possible replacement and installation of coupling elements and links, commissioning, and alignment checks before and after installation. The contractor is responsible for supplying replacement components to the current equipment specification, with all components type-approved by Lloyd’s Register. The work is vessel-based in Aberdeen and relates to generator units, turbogenerator equipment, shaft couplings and associated marine machinery. This is a specialist marine engineering and rotating-equipment maintenance requirement rather than general vessel servicing.

The procurement was completed through an open procedure. The award decision was made on 14 January 2026, and the contract was signed on 22 June 2026. One supplier, Quartzelec, was awarded the contract, which is active and has a value of £83,824. The contract period runs from 2 March 2026 to 30 September 2026. Bids were evaluated on quality and price: delivery of requirements carried 40%, staff competence, knowledge and experience 30%, contract management 15%, corporate and social responsibilities 10%, Fair Work First 5%, and price 30%. Three bids were received, all electronically. The procurement was for one lot and did not allow variants or renewal. It required English-language submissions and electronic ordering and payment.

This requirement demonstrates demand from the Marine Directorate for suppliers able to service generator couplings on a research vessel in port, provide qualified engineers and suitable technical facilities, and supply compatible replacement components. Credible competitors would need demonstrable marine or comparable rotating-equipment experience, including three relevant examples from the previous five years, suitably qualified named staff, appropriate tools, plant and technical equipment, and the capacity to undertake installation, commissioning and alignment verification. Components must meet current equipment specifications and obtain Lloyd’s Register type approval. Suppliers would also need a documented quality-management system or UKAS-equivalent ISO 9001 certification, environmental management measures and a clear approach to subcontracting. Financial standing requirements included specific turnover, insurance, liquidity and profitability tests, making this suited to established specialist engineering businesses or capable supply teams.
