Notice Description

Wigan Council is seeking a suitably qualified contractor to clear waste illegally deposited on Diggle Flash Nature Reserve adjacent to Bolton House Road, Bickershaw, Wigan WN2 4AB. Wigan Council has committed to remove the waste that has been deposited on Diggle Flash (a nature reserve) adjoining the rear (or east of the Bolton House Road site). Wigan Council expects the contractor to remove an estimated 3,243 tonnes. The contractor will be responsible for all aspects of management, access, construction, security, health and safety, haulage/treatment and restoration. The Bolton House Road site is subject to a closure order (granted 18th July 2025). Access to the site is strictly controlled and contractors appointed by Wigan Council are permitted to work on the site with permission of the landowner. The contractor is expected to access the site via the Smith's Lane nature reserve-Diggle Flash footpath, which will involve establishing an access route and clearing site vegetation, prior to excavating and loading the waste onto haulage vehicles for transfer to permitted disposal facilities. The project will therefore involve the following steps: 1) Phase 1 - Site Preparation and Access a. Health and Safety b. Environmental Protection c. Site Security and Welfare 2) Phase 2 - Arboriculture works and ground protection a. Vegetation removal b. Temporary road surface 3) Phase 3 - Excavation, loading and waste treatment a. Planning Information

Suppliers are invited to engage in preliminary market engagement to understand Wigan Council requirement for the contract to clear waste illegally deposited at Bolton House Road, Bickershaw, Wigan WN2 4AB. The quantity of waste Wigan Council expect to be removed is estimated to be in the region of around 4,000 tonnes. This is estimated following a LIDAR survey which calculated the volume of waste as 7978.21 metres cubed. Supplier wishing to participate in this opportunity will be required to visit the site. Any supplier wishing to attend the site visit will need to respond to Wigan council no later than Friday 5th December by emailing:p.davies@wigan.gov.uk The sites visit will take place on the Tuesday, 9th December 2025 (Additional days may be necessary) depending on the number respondents. Please note the site is under a closure order. No one should visit the site without prior consent nor without the presence of a Wigan Council Officer (or the police). The contractor will be responsible for all aspects of management, access, construction, security, health and safety, haulage/treatment and restoration.
