Summary of the contracting process

The London Borough of Enfield has awarded a contract to Holibrook House Limited for the provision of Therapeutic Residential Services for Children with Complex Needs, scheduled to commence in January 2026. This procurement falls under the health and social work services category and addresses the acute need for residential care placements in response to high demand and limited availability. The direct award was made considering specific market conditions and supplier exclusivity rights. The contract is structured as a block arrangement for a two-year term, with the option for a 12-month extension, demonstrating Enfield's strategy to secure sustainable and cost-effective service delivery. The procurement method was a direct award, categorized under the light-touch regime, with the award date set on 8th January 2026, and a standstill period ending on 19th January 2026. Services will be provided in the UKI52 region, with a contract value estimated at £4,418,865 plus VAT.

This tender presents a substantial opportunity for businesses involved in therapeutic residential care services, specifically those capable of delivering specialised support for children with complex needs. The direct award approach underscores the requirement for suppliers with unique capabilities that align with specific council needs and timescales. SMEs and organisations experienced in providing Ofsted-registered, therapeutically-led services could find significant growth prospects in participating in similar future tenders, especially those willing to commit to block booking arrangements. Additionally, businesses equipped with exclusive rights or intellectual property in therapeutic services can anticipate potential opportunities in similar procurement processes due to the limited competition this approach entails.

Notice Title

Therapeutic Residential Services for Children with Complex Needs

Notice Description

Following the publication of a Transparency Notice on 2 December 2025, Notice identifier: 2025/S 000-078738, the London Borough of Enfield ('contracting authority') is awarding a Contract to Holibrook House Limited for the provision of five (5) residential care placements for Therapeutic Residential Services for Children with Complex Needs under a block arrangement commencing January 2026. This procurement is conducted in accordance with the Procurement Act 2023 and is classified as a Light Touch Contract in accordance with Section 9 of the Act and Schedule 1 of the Regulations. The contracting authority is experiencing significant challenges in securing appropriate residential placements for children with complex needs. These challenges are driven by a combination of national placement insufficiency and rising demand, resulting in limited availability and escalating costs. In response to these pressures, the contracting authority has actively sought more sustainable commissioning solutions to secure dedicated, high quality provision at predictable costs. Therefore, this contract award for a block contract has been identified as a viable solution, offering greater placement stability, improved outcomes for young people, and better value for money. The Contract will be let for an initial term of two (2) years with an optional 12-month extension, subject to supplier performance, funding and at the full discretion of the contracting authority. Note, the estimated contract total value stated within this contract award notice is based on the initial term of the Contract plus the optional 12-month extension. Accordingly, the contracting authority is incorporating a standstill period for eight (8) working days, commencing the day on which this contract award notice has been published.

Procurement Information

Under Schedule 5 (Direct Award Justifications) of the Procurement Act 2023, the contracting authority considers the direct award meets the following criteria: 5a) due to a particular supplier having intellectual property rights or other exclusive rights, only that supplier can supply the goods, services or works required, and 5b) there are no reasonable alternatives to those services When considering the justification ground 5a, the contracting authority have determined that Holibrook House Limited is the only supplier that is able to offer a suitable property to enable a block booking arrangement within an efficient timeframe (early 2026 commencement) that aligns with the Council's vision for a stable, therapeutic residential provision. Under justification ground 5b, the contracting authority concluded that there are no reasonable alternatives available within the current market to meet the Council's needs for a local but outside of the borough therapeutic (block-booked) residential care solution for children with complex needs commencing January/early 2026. It should also be noted, that the contracting authority has routinely raised block booking options in market engagement activities but no other suppliers have expressed willingness to commit to this commissioning model, as suppliers prefer to retain control of referrals and occupancy. As a result, this has left the contracting authority with one suitable supplier (Holibrook House Limited) which has demonstrated the capability, capacity and willingness to offer an Ofsted-registered, therapeutically-led and secure service through a block arrangement aligned with the borough's specific needs and timescales.
