Summary of the contracting process

The Police and Crime Commissioner for Suffolk is overseeing an active procurement process titled "Community Safety Public Perception Survey," aimed at securing a delivery partner to conduct comprehensive surveys assessing public perceptions of community safety and local policing in Suffolk. This procurement falls under the services category and is being conducted through an open procedure. Key deadlines include an enquiry period ending on 26th January 2026 and a tender submission deadline set for 2nd February 2026. The successful provider will evaluate the opinions of Suffolk residents, thereby helping community safety partnerships tailor their strategies. The procurement, valued at a gross amount of £336,000, involves extensive research focusing on sectors like community safety and Criminal Justice, with a contract period beginning on 1st May 2026, potentially extending up to 2030. The tender allows for electronic submissions and supports communication in English.

This tender presents significant opportunities for businesses specialising in large-scale surveys and human research, especially those with experience in policing and community safety. Companies equipped to analyse public perceptions at district and demographic levels, as well as between victims and non-victims, stand to benefit. The project is well-suited for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), emphasising quality and social value alongside price in the award criteria. With the potential for a two-year renewal, successful bidders can expect continuity and a role in shaping important policy decisions for Suffolk's community safety strategy.

Notice Title

Community Safety Public Perception Survey

Notice Description

Suffolk Police, the Police and Crime Commissioner for Suffolk (PCC), Suffolk County Council and Community Safety Partnerships representatives from Babergh, East Suffolk, Mid Suffolk, Ipswich, and West Suffolk are seeking a delivery partner for a project that obtains and interprets the views of Suffolk residents on community safety. During 2025 a new Police and Crime Plan was developed covering the period 2025-2029, this has set out the policing priorities across Suffolk. The plan focuses on preventing crime and working with communities to make Suffolk a safer place to live, work, travel, and invest. This survey will offer partners across Suffolk an insight into the views of residents to help shape activity at a community safety partnership level. All partners also want to be able to ensure that longitudinal information is available to help inform current strategic priorities and delivery. The work will build upon themed and localised consultations previously undertaken along with needs assessments undertaken for strategy development. The partners are inviting bids from potential providers with extensive experience in large-scale, primary, human research within the community safety environment. This should specifically include policing, community safety, Criminal Justice and/or victims and witnesses of crime. The project will be a large scale, research survey giving a reliable and robust assessment of public perception of community safety and local policing. The successful provider would be expected to consult a representative cohort of Suffolk residents to seek their views and perceptions of community safety and local policing in the county to measure and understand progress being made against our priorities to inform policy and practice. This should be large enough to allow for segmentation at district level, on a demographic basis and between victims and non-victims.
