Notice Description

The UK's Foreign, Commonwealth and Development Office (FCDO) is seeking a supplier who can support the British High Commission in Dhaka (BHCD) in its application of Thinking and Working Politically (TWP) methods to maximise its impact in Bangladesh. The TWP Facility will support the UK's objective of building state capacity in Bangladesh through modern partnerships. BHC Dhaka is shifting the approach of its development portfolio away from service delivery and towards system strengthening. A deeper understanding of political economy, institutions and support for local reform champions and processes will help to unlock system strengthening and deepen state capacity. The supplier will provide a range of products and services to BHC Dhaka teams including (but not limited to): - Political Economy Analysis and Institutional Analysis on-demand in specific sectors and policy design/policy delivery problems - Support for Theory of Change workshops and sector strategies, with a specific focus on political economy and political feasibility - Capacity-building for implementing partners of programmes on TWP including PEA and IA - Regular engagement with implementing partners to deliver TWP, depending on the level of expertise Interested suppliers are invited to attend an Early Market Engagement event on 16 December 2025 14:00 -15:30 UK Time.
