Summary of the contracting process

Hampshire County Council established a single-supplier framework for an online catalogue supplying early years toys, curriculum resources and special needs products. The goods are intended for County Supplies customers and members of the Central Buying Consortium, with the framework also available to schools, colleges, children’s centres, local authorities, emergency services, NHS bodies, central government departments, agencies and registered charities. Orders are placed directly with the appointed supplier and delivered to the address specified by each contracting authority. Delivery covers Hampshire and the Isle of Wight, with use by public-sector buyers across southern England. The primary category is toys (CPV 37520000), although the requirement also covers curriculum and special educational needs products.

The procurement is complete and the framework was awarded to Findel Education on 20 January 2026. It used an open procedure, with one lot and a single permitted participant. The sole award criterion was price, weighted at 100%. The tender submission deadline was 13 January 2026, enquiries closed on 6 January 2026, the award period ended on 16 February 2026 and the standstill period ended on 30 January 2026. The award value was £2.4 million excluding VAT and £2.88 million including VAT. The award contract period was 1 March 2026 to 28 February 2030; the signed contract records a period from 1 March 2026 to 1 March 2030. The contract was signed on 1 January 2026. The contractor must pay an annual retrospective rebate of 3% of net sales including VAT.

This requirement suits established education-supplies distributors able to provide a broad, reliable online catalogue covering early years play, curriculum materials and special educational needs products. Credible competitors would need dependable sourcing, product range management, online ordering and fulfilment for schools and public bodies, together with the capacity to deliver orders directly to multiple customer addresses. The single-supplier model favours an organisation that can serve varied public-sector customers consistently rather than a specialist offering only a narrow product line. Because the award was based entirely on price, competitive cost control and transparent pricing would be central to a future challenge. Suppliers should also be prepared for direct liaison with contracting authorities, invoicing after delivery and an annual sales rebate.
