Summary of the contracting process

Norfolk County Council has completed a procurement process for a new "Supported Living for Adults with Learning Disability and/or Physical Disabilities" scheme located in North Walsham, Norfolk. The procurement, using an open procedure method, sought to engage service providers for social work services without accommodation. This initiative, aimed to be operational by early 2027, involves the development of accommodation facilities including three bungalows, six apartments, and a staff hub to support nine adults. The contract, valued at approximately £11.52 million gross, was awarded on 27th May 2026, and is subject to a potential renewal extending up to 2041. This initiative aligns with strategic public service provisions and could involve administrative changes due to potential local government restructuring in Norfolk.

Businesses operating within the social care sector, specifically those specialising in supported living services, will find this opportunity highly beneficial for growth. Firms with capabilities to support adults with learning and physical disabilities can leverage their expertise to offer innovative service solutions. Suitable contenders would typically be organisations that can provide high-quality staffing and mobilisation, have a deep understanding of service requirements, and propose engaging, innovative service delivery methods. Small and medium-sized enterprises, as well as larger organisations with a robust service track record, are encouraged to engage, particularly those equipped to meet the quality criteria specified by the Council.
