Summary of the contracting process

The Ministry of Justice is procuring the National Homicide Service, a nationwide support service for England and Wales. It will support bereaved family members, eyewitnesses of homicide and other eligible people affected by homicide. The service covers justice and welfare support, including counselling, emotional, practical, advocacy, financial, peer, psychological and outreach support. It also includes support for children and young people, parents or primary carers of witnesses under 18, people affected by homicide or suspicious death abroad, and people requiring help with needs such as housing, substance misuse or restorative justice. The service must respond to major homicide incidents, raise awareness, provide referrals and signposting, and work with local and regional organisations. Delivery is across England and Wales.

The procurement has reached the award stage. The Ministry of Justice used an above-threshold open procedure for one lot, with quality-based evaluation covering service-user support, operating model, accessibility, staffing, governance, data protection, social value and environmental sustainability. Victim Support was selected as the supplier, with an award value of £24,442,000 gross. The award date is 1 September 2026 and the standstill period ends on 21 September 2026. The contract is planned to run from 1 April 2027 to 31 March 2031, with an option for a 12-month extension to 31 March 2032. A contract signature milestone is scheduled for 30 September 2026. The award is recorded as pending, so signature is not yet complete.

This requirement is relevant to established victim-support, counselling, welfare, advocacy and community-service providers able to operate across England and Wales. A credible competitor would need a strong end-to-end model covering referral, assessment, ongoing support and exit, with accessible provision for different groups and barriers to engagement. Relevant capability includes emotional, practical, financial, peer, psychological and outreach support; major-incident response; support for children, young people and carers; and assistance after homicide or suspicious death abroad. Providers would also need skilled staff and volunteers, robust recruitment, induction, supervision, wellbeing and development arrangements, effective governance, data protection and outcome reporting. Local knowledge, referral networks, social-value delivery, workforce resilience and measures to reduce travel-related environmental impact would strengthen future competition. The opportunity is explicitly suitable for SMEs and voluntary, community or social enterprises.

The event will outline the scope and nature of the National Homicide Service, planned changes to the current contract specification and the procurement/competition process.
