Summary of the contracting process

NHS England commissioned evidence reviews for the National Quality Board’s Effective Safe Staffing programme. The programme is revising eight existing safe-staffing resources and may develop up to four new ones, with literature reviews and reports to support publication of the guidance. Five subject areas were included: critical care for children and young people; community and district nursing; operating theatres; children and young people’s community services; and neonatal services. The reviews cover staffing arrangements across these services, including relevant NHS hospital, home, care-home, community hospital, intermediate-care and clinic settings. The buyer is NHS England. This completed procurement shows demand from NHS England for research teams able to review academic papers, studies and other evidence and turn findings into reports that support safe-staffing guidance. Credible competitors for comparable work would need strong evidence-review and health-services research capability, together with subject expertise in the relevant clinical pathway: critical care, nursing, operating theatres, children’s community services or neonatal care. The review scope calls for understanding how staffing establishments are set, approved and deployed, and how services operate across hospital and community settings. The buyer assessed technical quality as the largest part of the offer, alongside price and social value, so suppliers would need to demonstrate a robust research approach and relevant expertise as well as a clear account of wider social value. Notice Description

Evidence reviews to be carried out on behalf of the National Quality Board Effective Staffing programme. The programme is tasked with rewriting the eight existing safe staffing resources and writing up to four new safe staffing resources. Each resource is supported by an evidence/literature review whereby all relevant academic papers, studies and evidence are reviewed and a report created to be published alongside the completed resources.

Lot Information

The Children & Young People's Critical Care Services

This evidence review will be to support safe staffing in Children and Young People's Critical Care Services in NHS hospitals. The scope includes both intensive and high dependency care delivered within discrete locations such as Intensive Care Units (ICU), High Dependency Units (HDU) or combined/co-located units. The guidance will focus on critical care service provision at Level 3, though Level 2 will be considered as appropriate.

The Community & District Nursing Services

This evidence review will be to support safe staffing in NHS community services and will consider clinical establishment setting, approval and deployment from the team leader of the community service to the board of directors. Community health teams support people with complex health and care needs to live independently for as long as possible. Services are delivered in people's homes, including care homes, but also in community hospitals, intermediate care facilities and clinics.

Operating Theatres

This evidence review will be to support safe staffing in Operating Theatres in NHS hospitals in England, including surgical perioperative and postoperative services. It will consider clinical establishment setting, approval and deployment from the multidisciplinary team across surgical and perioperative pathways.

Children & Young People's Community Services

This evidence review will be to support safe staffing in NHS children and young people's (CYP) community services and will consider clinical establishment setting, approval and deployment from the team leader of the community service to the board of directors. CYP Community health teams support young people with complex health and care needs to live independently for as long as possible. Scope includes services delivered in people's homes, in community hospitals, intermediate care facilities and clinics.

Neonatal Services

This evidence review will be to support safe staffing in NHS neonatal services over the whole pathway of care for newborn babies, ranging from intensive care through to community outreach. Scope includes wherever neonates may also be cared for - i.e. in infant and children's wards areas in specialist children's hospitals or district general hospitals.
