    "description": "This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 18.12.2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.' Written representations should be sent to phcontracts@bolton.gov.uk No conflicts of interest were declared. The award decision makers are members of the Public Health Commissioning team. The submission was assessed and the provider selected against the following key criteria : * Quality and innovation * Value * Integration, collaboration, and service sustainability * Improving access, reducing health inequalities, and facilitating choice * Social value It is the view of the authority that ABL Health are the most suitable provider to deliver this 4 month contract. They are currently the incumbent provider and this short-term contract will bring them in line with the start date of a new, upcoming combined wellbeing service in Bolton. Over the term of the contract, they have engaged with a range of referral agencies, delivered bespoke and innovative services, delivered sustainable sessions in a range of different settings, meeting the needs of the community. The authority is of the view that they meet the key criteria of PSR and will continue to do so during this 4 month contract. In addition, utilising PSR Direct Award C, it is the intention of the authority to enter into contract negotiations with the existing provider with no material differences in contract value or significant change to the service",
