Summary of the contracting process

Neath Port Talbot County Borough Council, in collaboration with the City and County of Swansea Council and Swansea Bay University Health Board, is managing a procurement process for a significant "Disability ‘Open’ Framework for Specialist Residential and Supported Living Services". This initiative is structured as a light touch open framework lasting up to eight years, supporting individuals with learning disabilities, neurodiversity, mental health challenges, and physical disabilities or brain-acquired injuries. The process follows an open procedure, with the latest milestone due by 15 July 2026, and the framework agreement commencing on 3 August 2026 and extending to 2 August 2029, with the potential to extend until 2034. The framework covers areas in Port Talbot and Swansea, engaging the health and social work services industry category.

This framework presents a lucrative opportunity for service providers specializing in health and social care, especially those catering to complex and challenging needs. SMEs and large enterprises capable of offering innovative, quality, and community-focused services stand to benefit immensely from this project. The framework supports a substantial procurement value across various lots, allowing for potential growth in service provision capabilities and market share within the specified region. Businesses that can align with the quality criteria such as younger placements, positive behaviour support, and trauma-informed working will find this initiative aligns well with their expertise, promising a robust platform for growth and service expansion.
