Summary of the contracting process

Sellafield Limited, a sub-central government public authority, has awarded the contract for the Site Ion Exchange Effluent Plant (SIXEP) Bulk Storage Tank Camera System. The procurement involves acquiring radiation-tolerant cameras to ensure operational safety and performance during ion exchange material movements within the SIXEP. This direct award contract follows the rationale of absent competition due to technical reasons, ensuring compatibility with existing systems. The contract with Mirion Technologies (IST) Ltd, based in Hampshire, which specialises in radiation monitors, spans from 16 January 2026 to 30 June 2026 and carries a value of GBP 202,350. This initiative was finalised on 16 February 2026 and aligns with current UK procurement legislation.

This procurement creates a substantial opportunity for businesses in the radiation technology sector, specifically for those offering specialised devices suited for demanding environments that meet stringent safety standards. For businesses specialising in nuclear safety technology or environmental monitoring equipment, the contract illustrates the importance of integrating proven technologies to ensure seamless operations within complex installations. Large-scale enterprises with expertise in these niche areas could find competitive advantages in similar contracts, developing solutions that ensure compatibility and reliability in high-stakes projects such as those undertaken by Sellafield Limited.

Notice Title

Site Ion Exchange Effluent Plant (SIXEP) Bulk Storage Tank Camera System

Notice Description

Procurement of additional radiation-tolerant cameras to monitor the behaviour of new ion exchange material during upcoming SIXEP bed changes and material re-distribution activities as part of the bulk storage tank (BST) optimisation work. These cameras will provide real-time visual data during clinoptilolite (ion exchange material used as part of the SIXEP Process) movement supporting operational safety, performance validation, and effluent abatement availability.

Procurement Information

It has been determined that in current circumstances that competition is absent for technical reasons pursuant to Schedule 5 paragraph 6(a)(b) and 7(a)(b) of the Procurement Act 2023. Justification for the award is as follows: A change in supplier would result in the contract authority receiving goods that are different from, or incompatible with, the existing works. Introducing unproven technology could result in failure or unusable data, impacting the Site Ion Exchange Effluent Plant (SIXEP) operational availability. It is essential that the selected cameras must be able to integrate within the existing plant tolerances and Mirion Technologies (IST) Ltd.'s products are proven to be compatible with the stringent tolerances within the SIXEP Plant and existing SIXEP deployment equipment. Mirion Technologies (IST) Ltd.'s cameras are qualified and approved for these environments on the Sellafield site including meeting nuclear safety standards and SIXEP's safety case requirements. Changing suppliers from Mirion Technologies (IST) Ltd would require significant redesign, testing, and validation and any compatibility issues could result in the loss of SIXEP plant's ability to operate. Such an impact on operations is clearly disproportionate given the nature of the award.
