Summary of the contracting process

The public procurement process for the Glasgow City Mental Health Service (MHS) and Glasgow Alcohol and Drug Recovery (GADRS) Employability Service, managed by NHS Greater Glasgow and Clyde, has reached completion. Focused on providing health and social work services, this initiative is aimed at enhancing employability support for individuals with mental health conditions and those in recovery from alcohol and drug misuse across Glasgow City. With industry classification under health and social work services, the open procurement process began with a tender stage in April 2026, followed by contract awards in June 2026, providing a comprehensive framework for service delivery over a potential 48-month span, inclusive of extension options, with contracts already signed with SAMH and Murray's Initiative as key suppliers.

This tender creates substantial opportunities for businesses specializing in health and social services, particularly those with expertise in employability and recovery support programmes. The tender is well-suited to organizations capable of offering culturally sensitive recovery-oriented employment solutions while demonstrating strong collaboration with local partnerships and statutory bodies. With contracts valuing £1.3 million each for two distinct lots—focused respectively on mental health and substance recovery employability—this procurement offers a lucrative platform for growth, innovation, and community impact in the realms of recovery support and job market integration.

Notice Title

Glasgow City Mental Health Service (MHS) and Glasgow Alcohol and Drug Recovery (GADRS) Employability Service

Notice Description

Glasgow City Health and Social Care Partnership are seeking a dynamic organisation(s), or partnership of organisations, to deliver Employability Services across the city. It is expected that flexible, culturally appropriate approaches will be used and that suppliers will demonstrate a sophisticated understanding of inequalities in Glasgow City. This should include barriers for people who experience multiple vulnerabilities, particularly people with mental health conditions and people with a history of problematic alcohol and drug misuse. The successful supplier(s) will work collaboratively with existing partnerships and, where appropriate, form new partnerships with a range of voluntary and statutory organisations. The aim of the service is to: -Promote and support recovery and increase access to employability opportunities for people aged 16 and over who have long term mental health conditions and people aged 18 and over who are in recovery from problematic alcohol and/or drug misuse. -To increase the number of individuals to move into employment and increase access to employment opportunities. -To provide access to local community services through collaborative working with a range of voluntary and statutory organisations.

Lot Information

Mental Health Employability (IPS)

Mental Health Employability aims to support individuals who have long term mental health conditions to achieve mainstream employment in competitive jobs part-time, full-time or in some cases permitted working hours. The model of supported employment has 7 key principles:- 1.Competitive Employment is the primary goal 2.There is no selection on the basis of 'employability' or 'work readiness' - everyone who wants to work is eligible for employment support 3.Job search is consistent with individual preferences 4.Job search is rapid - beginning within one month 5.Employment support and clinical health treatments are integrated 6.Support is individualised and available to both employer and employee but is not time limited 7.Financial inclusion is a crucial element which supports the person in the transition from welfare to work Additional information: The contract will be in place for 24 months with the option to extend for 2 x 12 month periods

Alcohol and Drug Recovery Employability

The vast majority of studies have found that people in recovery from problematic alcohol and drug misuse experience positive outcomes from peer support and volunteering providing an opportunity to develop core skills. Glasgow HSCP require a comprehensive range of service provision designed to encourage meaningful employment opportunities. Proposed activity should focus on maximising independence and deliver a set of outcomes that enable people in recovery from problematic alcohol and drug misuse to secure employment in the labour market. Service provision should include but not be limited to work preparation support and job retention support. Additional information: The contract will be in place for 24 months with the option to extend for 2 x 12 month periods
