Summary of the contracting process

Westminster City Council procured a health training and prevention service for schools and early years settings in Westminster. The service supports evidence-based programmes aligned with Healthy Schools London and Healthy Early Years London, aiming to improve children’s and young people’s physical and mental health, wellbeing and resilience while addressing health inequalities. It provides whole-setting support, advice on personal, social, health and economic education, and help for schools to map and analyse existing provision and develop their curriculum in line with statutory guidance. The requirement also includes a Domestic Abuse Prevention in Schools Programme, covering healthy relationships, domestic abuse prevention, staff training and links with relationships, sex and health education. Delivery covers Westminster, London and the wider UK delivery area recorded for the award.

The procurement is complete and has been awarded through an open procedure. One lot covered the full service. Health Education Partnership Limited was awarded the contract on 21 May 2026 for £1,050,000 net (£1,260,000 gross), with the contract signed on 18 August 2026. The contract runs from 1 September 2026 to 31 August 2031, with one optional two-year extension, allowing a maximum period to 31 August 2033. The tender submission deadline was 2 March 2026 at 12:00, the enquiry deadline was 12 February 2026 at 12:00, and the award period ended on 20 May 2026. Evaluation weighted quality at 70% and cost at 30%. The lot was suitable for SMEs and voluntary, community or social enterprises.

This award shows a defined requirement for an organisation able to deliver integrated health improvement and prevention programmes across schools and early years settings. Credible competitors would need practical expertise in evidence-based health and wellbeing work, reducing health inequalities, and supporting whole-setting approaches rather than providing isolated sessions. Experience helping education settings assess existing provision, shape personal, social, health and economic education, and align activity with statutory guidance would be relevant. The domestic abuse element requires capability in healthy-relationship education, domestic abuse prevention, staff training and coordination with relationships, sex and health education. A supplier should be able to work with schools, provide training and advisory support, and demonstrate strong quality. The procurement was suitable for SMEs and voluntary, community or social enterprises, indicating that scale alone was not the defining barrier.
