Summary of the contracting process

Oxfordshire Local Enterprise Partnership Limited, acting for Oxfordshire County Council, procured Skills Bootcamp training services for adults aged 19 and over in Oxfordshire. The programme supports access to in-demand skills, guaranteed interviews and progression towards higher-skilled employment, while helping employers address skills shortages. Eleven subject areas were covered: Data Skills, AI in Business, Cyber Security, IT Technician, Business, Leadership and Professional Services, HGV and/or Bus, Early Years, Health and Social Care, Green Construction, Construction, and Construction Supervision. Delivery is in Oxfordshire. This is a public-sector skills and vocational training requirement, with provision aimed at priority sectors including digital, artificial intelligence, information technology, transport, childcare, care, green skills and construction.

The procurement was awarded through an open competitive flexible procedure with a two-stage assessment and selection process. The award decision was dated 20 April 2026. Quality was the sole stated evaluation criterion, weighted at 100%, and each supplier could receive no more than two lots. Awards were made to IO Sphere Limited for Data Skills at £108,484; SCL Education & Training Limited for AI in Business at £108,000; Think Employment Limited for Cyber Security at £105,000; Enterprise4all (North West) Limited for IT Technician at £90,000; Fareport Training Organisation Limited for Business, Leadership and Professional Services at £89,930; Pertemps Recruitment Partnership Limited for HGV and/or Bus at £91,656; Back to Work Training Limited for Early Years at £91,500; JCL Skills Solutions Limited for Health and Social Care at £75,000; New College Durham for Green Construction at £105,000 and Construction Supervision at £105,000; and The Skills Centre London Limited for Construction at £104,773. The contract period generally ran from 19 May 2026 to 30 September 2027. The AI in Business and HGV and/or Bus awards were cancelled; the HGV and/or Bus cancellation was finalised on 22 May 2026.

This procurement demonstrates established demand from Oxfordshire for specialist adult skills provision across technical, professional, transport, care, childcare and construction disciplines. Suitable competitors would need credible delivery capability in one or more of these subjects, experience of training adults aged 19 and over, and the ability to connect learning with employer needs, skills shortages and guaranteed interview outcomes. The buyer’s evaluation placed all published weight on quality, so course design, teaching capacity, learner support, employer engagement and evidence of effective outcomes would be central to a credible future response. The awards also show that specialist SMEs can compete, although delivery capacity must be sufficient for a defined subject area and potentially more than one lot.
