Summary of the contracting process

The Engineering Construction Industry Training Board (ECITB) procured education and training services for its APTUS Modern Apprenticeship programme. The requirement covers training and assessment leading to the ECITB’s Modern Apprenticeship in Engineering Construction qualification. It is aimed at apprentices employed by ECITB-in-scope employers working in the upstream oil and gas sector. The procurement was divided into electrical maintenance, instrumentation and control maintenance, and mechanical maintenance. Delivery is across the United Kingdom, for apprentices connected with the ECITB Offshore Region. The selected provider is expected to support both occupational training and formal assessment, linking practical engineering maintenance disciplines with the qualification requirements of the apprenticeship programme.

The procurement is complete and was awarded to Forth Valley College for all three lots: electrical maintenance, instrumentation and control maintenance, and mechanical maintenance. The contract was signed on 8 July 2026 and runs from 1 September 2026 to 31 July 2027. Its value is £513,615 gross. The original lot estimates were £130,000 gross per lot, with an overall estimated procurement value of £390,000 gross. This was a below-threshold open competition using the light-touch regime. Evaluation used mandatory pass/fail questions, scored pricing weighted at 25%, and scored technical and quality criteria weighted at 75%. The tender pack included selection requirements and a security-related question was amended before submission.

This opportunity shows demand for specialist apprenticeship delivery in engineering construction, particularly for employers in the upstream oil and gas sector. A credible future competitor would need the capability to train and assess apprentices across electrical maintenance, instrumentation and control maintenance, and mechanical maintenance, while delivering the ECITB Modern Apprenticeship in Engineering Construction qualification. Evidence of strong technical and teaching quality would be important because technical and quality considerations carried substantially more weight than price. Suppliers should also be prepared to meet mandatory pass/fail requirements, including the amended security question, and to provide training and assessment at UK-wide scale. The requirement was suitable for SMEs and voluntary, community or social enterprises.
