The Royal Borough of Kingston Upon Thames is seeking to engage service providers of 0-19 Health Visiting and School Health through a soft market testing questionnaire in preparation for its forthcoming procurement. The purpose of this soft market testing exercise is to gather insight into the market interest, capacity and ability of the prospective suppliers to deliver the proposed services and to assist the Council in shaping and scoping requirements for the most suitable delivery model (s) of the 0-19 Health Visiting and School Health service. This soft market testing activity does not constitute a call for competition to procure any services, supplies or works for the Council and the Council is not bound to accept any proposals offered. Any information provided will be strictly confidential and non-binding. The Council is not liable for any costs, fees or expenses incurred by any party participating in the soft market testing exercise. This soft market testing exercise does not constitute any commitment by the Council or any of its stakeholders to undertake any public procurement exercise in the future. The Council wishes to provide fixed points of contact for this soft market testing exercise and interested parties are requested not to contact any other individual or team at the Council or any of its other advisors. Any enquiries and responses should be sent via the messaging function within the London Tenders Portal. Organisations that are interested in participating in this exercise are asked to return this questionnaire via the London Tenders Portal at https://www.londontenders.org/ no later than 10:00 am on Monday 5th January 2026.
