Summary of the contracting process

Surrey County Council procured health and social work services to provide safe accommodation and related support for adults and children experiencing domestic abuse. The programme covers refuge accommodation in Woking, Guildford, Reigate and Banstead, and Waverley; Refuge Accommodation for All and resettlement; safe-at-home and community independent domestic violence adviser services; accommodation for perpetrators; intervention for young people using abusive behaviour; and support for survivors subject to immigration processes. The services are intended to improve safety, support resettlement and independence, strengthen coordination with housing and outreach partners, and help survivors remain safely in their homes and communities where appropriate. Delivery is across Surrey.

The procurement is complete and contracts were awarded on 16 April 2026, with all contracts signed on 1 May 2026. It used an above-threshold open procedure under the light-touch regime. Evaluation was 95% quality questionnaire and 5% financial assurance. Awards were made as follows: refuge safe accommodation to Your Sanctuary (£5,616,000); the same lot to Salvation Army Housing Association (£2,590,276) and I Choose Freedom Charity (£4,896,000); Refuge Accommodation for All and Resettlement to I Choose Freedom Charity (£2,592,000); Safe at Home and Community IDVA Service to East Surrey Domestic Abuse Services (£3,456,000); Perpetrator Accommodation to The Maslow Foundation (£1,901,904); young people’s intervention to Waythrough (£3,069,148); and immigration-process support to South West London Law Centres (£960,000). Contracts run from 4 May 2026 to 30 March 2029, with five possible 12-month extensions subject to funding, potentially to 31 March 2034.

This procurement demonstrates sustained Surrey demand for specialist domestic-abuse support delivered through accommodation, advice, resettlement and intervention services. Relevant suppliers would need credible safeguarding and trauma-informed practice, experience supporting survivors and children, and the operational ability to provide safe accommodation or community-based services across Surrey. Depending on the requirement, useful capabilities include refuge management, independent domestic violence advice, housing and resettlement support, work with perpetrators, youth behavioural interventions, and immigration-related legal or advocacy support. Strong partnership working with the council, refuge and outreach providers, district and borough housing teams, and community services would be important. The awards also show a competitive market involving charities, housing providers, specialist support organisations and a law-centre provider, including small and medium-sized enterprises and voluntary or community organisations.

In Surrey our vision is for every adult and child experiencing domestic abuse to be seen, safe and heard, and free from the harm caused by perpetrator behaviour. The work we undertake will drive all action against domestic abuse in the County. It will influence change and secure the commitment of all to prevent harm, which devastates victims' lives, no matter how old they are, and has a disproportionate effect on the lives of young people. Surrey's ambition is 'no one is left behind' and domestic abuse services play a key role in achieving this ambition. We want to achieve the priorities in our Support in Safe Accommodation Strategy, which include: * Continue to explore with Surrey's refuge and outreach providers opportunities to further enhance the support available to survivors and their children that reside in safe accommodation * Explore opportunities for resettlement, skills and employment to allow survivors of DA to live an independent, healthy and fulfilled life in the Communities they live in. * Build on the two-way communication, training and partnership work between safe accommodation providers, outreach providers and district and borough housing teams, to further improve the client journey when moving from safe accommodation to fully independent living. * Work with partners to explore further opportunities to support survivors (adults and children) of DA to stay safe in their own homes and communities, where it is safe to do so. To achieve those objectives and ambitions, SCC is looking to procure Safe Accommodation Services. These services will be delivered under 6 distinctive Lots, as outlined below: * Lot 1 Refuge - Safe Accommodation. This lot includes three different areas and Bidders are required to indicate the area they are bidding for: - Woking - Guildford - Reigate and Banstead & Waverley * Lot 2 Refuge Accommodation for All (RAFA) and Resettlement * Lot 3 Safe at Home and Community IDVA Service * Lot 4 Perpetrator Accommodation * Lot 5 Young People Using Abusive Behaviour Intervention * Lot 6 Support Survivors who are subject to Immigration processes
