Summary of the contracting process

Moat Homes Limited, a sub-central government public authority based in Dartford, is currently in the planning stage for a procurement process involving a Human Resources Information System (HRIS) Software as a Service (SaaS). The procurement title is "Human Resources Information System (HRIS) SaaS," tied to the industry category of human resources software packages. Market engagement commenced with the publication of relevant documents on 15th December 2025, and the process is slated to gather supplier insights until 19th January 2026. The primary objective is to shape the future specification and procurement route for a solution to replace their existing HRIS system, with implementation aimed for a go-live no later than August 2027.

This tender offers significant opportunities for suppliers in the HRIS and HCM solution sector to engage with Moat Homes Limited. The authority is seeking innovative service models that can provide robust HR functionality and resilience against cost escalation. Businesses that deliver time accounting or human resources software packages, particularly those familiar with public sector frameworks, will find themselves well-suited to contribute to the shaping of Moat's procurement strategy. This engagement enables an understanding of market offerings and strategic alignment, although it doesn't influence any future tender positions or selection processes directly.
