Summary of the contracting process

The procurement process for the "Lived Experience Recovery Service (LERS)" is being managed by Portsmouth City Council and falls under the category of rehabilitation services. This tender was carried out through a Provider Selection Regime (PSR) process, which is governed by the Health Care Services (Provider Selection Regime) Regulations 2023, thus exempt from Public Contracts Regulations 2015 or Procurement Act Regulations 2023. The contract has been formally awarded on 30th December 2025, with services scheduled from 1st April 2026 to 31st March 2029, and an option to extend for an additional three years, focusing on areas within Portsmouth (UKJ31). The contract’s value is £1,707,000 and the award process followed a limited procurement method without prior publication of a call for competition.

For businesses aiming to engage in health sector services, this tender presents a substantial opportunity for those specializing in rehabilitation services. With a focus on quality, innovation, integration, collaboration, service sustainability, improving access, reducing health inequalities, and facilitating choice, the contract can leverage growth for small and medium-sized enterprises with strengths in offering lived experience involvement in healthcare. INTUITIVE THINKING SKILLS LTD, identified as the most suitable provider, could pave the way for peer mentoring, advocacy, and recovery support, establishing the groundwork for making Portsmouth an Inclusive Recovery City. Companies adept in creating social value and demonstrating experience in co-production will be well-positioned to bid for similar opportunities that arise within this framework.
