Summary of the contracting process

The National Gallery commissioned excavation and structural works for a new connection between its Sainsbury Wing and Wilkins Building in London. The project will transform existing space into a modern research facility for staff and the public. This package covers demolition and strip-out, basement excavation with archaeological investigation, underpinning, structural openings, lift installation and associated civil construction. It is a works contract for contractors experienced in complex building and structural work in an occupied cultural or public setting. The wider project was split into separate structural and fit-out packages; this requirement concerns the excavation and structural package only. The work is delivered at the National Gallery in Trafalgar Square, London, with archaeological and planning risks affecting delivery.

The procurement has been awarded and the tender is complete. It used a selective competitive flexible procedure, with down-selection through a pre-selection questionnaire, a minimum second-stage field of five suppliers and possible interviews and reference checks. Three valid final bids were received. Erith Contractors Limited was awarded the contract on 27 April 2026 for £4,697,401 excluding VAT (£5,636,881 including VAT). The signed contract began on 8 July 2026 and runs to 16 September 2027, with a contract value of £4,676,193 excluding VAT (£5,611,431.60 including VAT). The original estimated value was £5,000,000 excluding VAT (£6,000,000 including VAT). Evaluation weighted technical quality at 50%, commercial terms at 40% and social value at 10%. Economic and technical selection criteria applied, with SMEs eligible to participate.

This requirement demonstrates demand for contractors able to manage substantial excavation and structural packages, including demolition, archaeological investigation, underpinning, structural openings, lift installation and civil construction. A credible competitor would need strong technical evidence for complex structural works, the capacity to coordinate archaeological and planning constraints, and robust programme, risk and site-management controls. Health and safety performance is central, including prevention, investigation and statutory reporting of serious incidents. The successful delivery model also rewards measurable social value: apprenticeships, work-experience placements and sustained opportunities for small and voluntary-sector suppliers. Competitors should be able to evidence local and SME supply-chain engagement, including spending with SMEs or VCSEs and suppliers in Westminster, alongside the resources and experience needed for a large public cultural-building project.
