Summary of the contracting process

Oldham Metropolitan Borough Council has commenced the standstill period after the award of a contract under the Provider Selection Regime for Parent Infant Mental Health Services as part of the Family Hubs Offer. This service, classified under community health services, is targeted towards improving parent-infant relationships and supporting perinatal mental health, aligning with Oldham's long-term strategies. The procurement method utilised was a limited procedure without prior publication, guided by the Health Care Services (Provider Selection Regime) Regulations 2023. Representations regarding the award are to be submitted via email to James.England@Oldham.gov.uk by midnight on 29 December 2025. The contract was signed on 15 December 2025.

This initiative presents a significant opportunity for businesses involved in community health services, particularly those specialising in mental health care, parent-infant relationships, and family support services. Businesses with capabilities in delivering innovative, integrated, and sustainable health solutions will find this project aligns well with their expertise. Large companies like Pennine CFT, the chosen supplier, are poised to benefit from the £225,000 contract to enhance local services in Oldham. However, medium-sized businesses that focus on reducing health inequalities and facilitating choice in mental health provisions could also gain from the ripple effect of this procurement, potentially leading to collaborations or subcontracting opportunities.
