This notice is to inform the market that there will not be an award of contract under this procurement.<br/><br/>NHS Norfolk and Waveney Integrated Care Board sought competitive offers for the Provision of Central Norfolk Reablement and Recovery Pathway: Non-weight bearing rehabilitation and bed based intermediate care.<br/><br/>The key objectives of the Competitive Process are specified below:<br/><br/>To commission 4 beds in a single suitable Care Home setting within 5 miles of the Norfolk & Norwich University Hospital, to deliver a Reablement and Recovery pathway with a primary focus on individuals who require a period of non-weight bearing, where their care needs cannot initially be safely met at home, and who require a period of reablement, to enable discharge home/Usual Place of Residence (UPOR) or least restrictive environment, following a hospital admission. For the avoidance of doubt, if a bidder wishes to submit bids for more than one care home, a sperate bid must be uploaded for each care home.<br/><br/>To provide personalised care for all individuals accessing the service enabling them to recover and regain their independence outside of a hospital environment with the aim of returning home/UPOR with support if needed, or to a least restrictive environment<br/><br/>Improved quality of life for individuals and their families/carers<br/><br/>Contribute to reduction in the number of pressure ulcers<br/><br/>Contribute to reduction in the number of falls

The key objectives of the Competitive Process were:
To commission 4 beds in a single suitable Care Home setting within 5 miles of the Norfolk & Norwich University Hospital, to deliver a Reablement and Recovery pathway with a primary focus on individuals who require a period of non-weight bearing, where their care needs cannot initially be safely met at home, and who require a period of reablement, to enable discharge home/Usual Place of Residence (UPOR) or least restrictive environment, following a hospital admission. For the avoidance of doubt, if a bidder wishes to submit bids for more than one care home, a sperate bid must be uploaded for each care home.
To provide personalised care for all individuals accessing the service enabling them to recover and regain their independence outside of a hospital environment with the aim of returning home/UPOR with support if needed, or to a least restrictive environment
Improved quality of life for individuals and their families/carers
Contribute to reduction in the number of pressure ulcers
Contribute to reduction in the number of falls
The Contract was advertised for a period of 2 years with the option to extend for up to an additional 1 year. The annual value is PS230,450.00 with a 2 year contract value of PS461,110.00 and max 3 year contract value of PS691, 350. This is based upon a maximum weekly bed rate of PS1,103.89. Additional information: This is a Provider Selection Regime (PSR) notice to inform the market a contract will not been awarded under this procurement opportunity.
This notice is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 23:59 on the 17th March 2026.

The Key Criteria used and weighted by the authority were as follows:

Value This was evaluated on a Pass/Fail basis
Integration, collaboration, and service sustainability 25%
Improving access, reducing health inequalities, and facilitating choice 25%
Social value 10%
The rationale for this was based on the detailed list of all requirements according to the specification and requirements of the integrated care system. No bids met the minimum technical threshold advertised within ITT document 1.
Options: The Contract is for a period of 2 years with the option to extend for up to an additional 1 year. The annual value is PS230,450.00 with a 2 year contract value of PS461,110.00 and max 3 year contract value of PS691, 350. This is based upon a maximum weekly bed rate of PS1,103.89.
