Summary of the contracting process

Sheffield City Council has awarded a contract for the delivery of their Technology Enabled Care (TEC) Service Delivery Model, having progressed through various procurement stages, including planning and tender phases. The contract involves transforming the traditional telecare service into a digital, outcomes-based preventative service across Adult Social Care in the Sheffield region (UKE32). The procurement was conducted using an open procedure under light touch regime guidelines and has reached the award stage as of 1st July 2026, with a contract start date of 1st August 2026 and a potential extension up to July 2033. The awarded tender was valued at approximately £10.7 million, with Taking Care Personal Alarms Limited being appointed as the supplier.

The TEC service contract offers significant business growth opportunities, particularly for suppliers in health and social work services. The focus on technological transformation and collaboration with Sheffield City Council’s internal services provides extensive scope for innovation and system integration. Suitable businesses include those capable of leading large-scale service transformations and culture change, and those experienced in digital and technological solutions in care settings. Companies that can deliver financial savings while providing measurable outcomes and upskilling the Council’s workforce could find this contract particularly advantageous.
