Summary of the contracting process

Cumberland Council, working with Westmorland and Furness Council, procured Bikeability cycle training services across Cumbria. The work covers delivery of cycle training in schools within both councils’ areas, supporting safe and active travel for pupils. It is a specialist training service funded by the Department for Transport and Active Travel England, and must be delivered to the standards set by those organisations. The delivery area is Cumbria, including the footprints of Cumberland Council and Westmorland and Furness Council. The procurement is categorised as services, with training services as the relevant classification. The requirement is therefore suited to organisations that can plan and deliver structured cycle training for school-aged pupils across a geographically broad council service area.

The procurement is complete and was awarded to CYCLEWISE WHINLATTER LTD on 17 March 2026. The contract was signed on 31 March 2026 and is active from 1 April 2026 to 31 March 2027, with three optional extensions of up to 12 months each, allowing a maximum period to 31 March 2030. The total contract value is £1,068,580 excluding VAT and £1,282,296 including VAT; the initial year is valued at £267,145 excluding VAT. There was one bid. This was a single-lot open procedure, evaluated on quality at 80% and social value at 20%. The lot was suitable for SMEs and voluntary, community and social enterprises. The contract is above the relevant threshold and covered by the Government Procurement Agreement.

This award demonstrates demand from two councils for a specialist provider able to deliver Bikeability training consistently across schools throughout Cumbria. A credible future competitor would need practical expertise in cycle training for pupils, the operational capacity to serve schools across both council areas, and the ability to work within Department for Transport and Active Travel England standards. The requirement also favours suppliers able to evidence strong service quality and meaningful social value, since these formed the complete evaluation basis. Organisations should be prepared to coordinate delivery with schools, support safe and active travel outcomes, and manage a geographically distributed programme. The successful supplier is an SME, indicating that the scale and delivery model can be accessible to capable smaller specialist providers.
