Notice Description

The Common Services Agency (more commonly known as National Services Scotland) (NSS) are acting on behalf of NHS Greater Glasgow & Clyde (NHSGG&C) seeking expressions of interest from parties capable of assisting in the achievement of carbon reduction goals. NHS Scotland targets are to reduce greenhouse gas emissions from our buildings by at least 75% by 2030 compared to a 1990 baseline; use renewable heating systems by 2038 for all NHS-owned buildings; and for all our estate to have net-zero emissions by 2040 or earlier where possible. This will be accomplished by increasing energy efficiency of our built environment and transitioning away from fossil fuels. There is no requirement for proposals at this time although they could be provided as an example of possible options. This PIN is issued to inform the market of our future intentions and to facilitate the formation of a successful partnerships with suppliers who can provide fully funded solutions with no financial capital expenditure required from the Health Board.

NHS GG&C are exploring the potential procurement of a low/zero carbon heat supply for the noted properties. The primary objectives are: - Sustainability Goals - Net Zero Carbon & - Reduce Energy Costs The supplies must be delivered directly to the Queen Elizabeth University Hospital campus and meet specific technical and delivery requirements. NHS GG&C are also interested in phased delivery plans to connect and supply the additional buildings in the local area with low/zero carbon heating or district heating solutions: - Caledonia House - Govan HC & Elderpark Clinic - Hillington Laundry In particular, the authority is seeking to understand the extent to which the market can provide: -A low/zero carbon heat supply of 44 GWh per annum for use at QEUH campus; -A low/zero carbon heat supply of 14 GWh per annum for use at Caledonia House, Govan HC & Elderpark Clinic and Hillington Laundry; -Delivery of heat to the noted sites and connection to the buildings/sites; - Full commissioning and operational readiness of the solution for QEUH campus should be during Financial Year 2027/2028. This early market engagement exercise is intended to inform the authority's understanding of local market capability and to determine whether a competitive procurement procedure is appropriate. This PIN is not a call for competition but forms part of a preliminary market consultation. This market engagement is being conducted by NHS Greater Glasgow & Clyde, with NHS National Services Scotland acting in an advisory capacity. The estimated total value is indicative over a 10-year period based on current prices and will be indexed over time. Please refer to Appendices 1 & 2 for selected site information and energy demand. Supplier Requirements: - A company with a minimum of five years of trading history, with evidence of financial and economic standing, capability and capacity to construct and deliver large scale projects. i.e. District/communal heating systems with capacities exceeding 30 GWh per annum. - A proven track record and experience in delivering fully funded innovative technology projects. - Demonstrated ability to provide innovative and cost-effective solutions. - Capability to conduct comprehensive site assessments, manage projects, manage procurement and installations, and maintain ongoing maintenance programs. - A history of successful partnerships in similar projects with comparable organizations i.e. local councils/authorities, Scottish Water and other public bodies or large companies/businesses. - Evidence work to NHS Scotland guidance documents for example SHTM and SHTN - An understanding of public sector timelines and complexities. - Proven experience in understanding and supporting Heat Purchase Agreements (HPAs).
