Summary of the contracting process

The Crown Estate, a central government public authority, is seeking to engage with prospective contractors for the Westwick Row residential development in Leverstock Green, Hemel Hempstead. This initiative, titled "Westwick Row - Main Contractor Procurement," falls under the construction works category and involves the creation of approximately 75 homes with sustainable design features. Key milestones include an online webinar scheduled for 14th January 2026, and the deadline for feedback submissions via Sourcedogg is 30th January 2026. This procurement process, currently in the planning stage, is governed by the newly enacted Procurement Act 2023, with a contract period beginning on 1st June 2026 and concluding on 30th September 2029.

This tender represents an exciting opportunity for businesses specialising in construction, particularly those experienced in sustainable, low-carbon building practices such as timber frame and Passivhaus-influenced designs. The project entails a budget of up to £30 million, providing substantial growth potential for SMEs interested in cohousing, build-to-rent, and discounted market sale housing models. Firms that can demonstrate supply chain readiness, innovative risk management strategies, and experience with two-stage Design & Build or Management Contracting approaches would be well-suited to compete in this open competitive flexible procedure.
