Summary of the contracting process

NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, is procuring independent mental capacity advocacy (IMCA) services across Wales on behalf of six Welsh health boards. The requirement includes IMCA advocacy, paid Relevant Person Representative (RPR) services and ad-hoc spot-purchase arrangements. Work is organised around Betsi Cadwaladr, Aneurin Bevan, Cwm Taf, Cardiff and Vale, Hywel Dda, and Swansea Bay university health boards, with services delivered within the relevant health board areas and, for some paid RPR lots, associated local authorities. This is a health and social work services requirement. Each lot or sub-lot is intended to be delivered by one provider, covering direct advocacy and representative services as well as responsive spot-purchase provision.

The procurement has reached tender: the buyer invited offers through an accelerated open procedure for a light-touch services contract. It is divided into six geographical lots, with sub-lots for IMCA, paid RPR and ad-hoc spot-purchase services. Suppliers should be able to provide trained advocacy personnel, manage referrals and casework across a health board area, and deliver consistent services for both planned requirements and ad-hoc spot purchases. The scale requires one provider for each sub-lot, so bidders need sufficient operational capacity, geographic coverage and management arrangements to support the relevant board and, where applicable, local authorities. The tender will be divided into Lots to take into consideration the provision of the IMCA and the paid RPR (Relevant Person Representative) service. This lot will have a requirement for one (1) provider to deliver the services Lot 1 Provision of services IMCA services paid RPR within the Health Boards.

Renewal: The contract will be awarded for an initial term of 24 months with option to extend for up to a further 3 years in 3 x 12 months increments.

Cardiff and Vale University Local Health Board

Lot 4a Provision of IMCA services and paid RPR within the Health Boards. Lot 4b for the provision of paid RPR services for the Local Health Boards and Local Authorities within the geographical area. Lot 4c - Sot Purchase or RPR

Renewal: The contract will be awarded for an initial term of 18 months with option to extend for up to a further 3 years in 3 x 12 months increments.

Swansea Bay University Health Board

This lot will have a requirement for one (1) provider to deliver the services under each sub-lot. Lot 6a Provision of IMCA services and paid RPR within the Health Boards. Lot6b Provision of ad-hoc spot-purchase
