Summary of the contracting process

The Student Loans Company established a professional services framework for its Estates team. It covers architectural and design services, mechanical and electrical building-services consultancy, construction project management and quantity surveying. The services support maintenance and repairs across the existing property portfolio, together with decommissioning and new-build commercial property work. Lot 1, architectural services, was awarded to Halliday Fraser Munro Ltd for £550,000 excluding VAT, with a contract period from 1 October 2026 to 30 September 2030. Lot 2, mechanical and electrical consulting, was awarded to Harley Haddow Ltd for £500,000 excluding VAT, for the same period. Gardiner & Theobald LLP won both Lot 3, construction project management, and Lot 4, quantity surveying, each valued at £500,000 excluding VAT and covering the same period. Evaluation for every lot weighted rates and a scenario at 25% each, service-delivery approach at 20%, technical merit at 15%, social value at 10% and innovation at 5%.

This award shows sustained demand from the Student Loans Company for multi-disciplinary estates support delivered across Glasgow, Darlington and Wales. The opportunity was suitable for SMEs and attracted substantial competition, including SME bidders, so future credibility will depend on clear evidence rather than general capability. Architectural suppliers need relevant contract experience, ARB registration and RIBA membership or an equivalent body. Mechanical and electrical consultants need relevant case studies and IMechE membership or an equivalent. Project managers need relevant delivery evidence and APM membership or an equivalent, while quantity surveyors need alignment with RICS standards or an equivalent body. Across the lots, suppliers must demonstrate robust quality assurance, health and safety, modern slavery and UK data protection compliance, adequate financial capacity, and the ability to support supply chains.
