Summary of the contracting process

The City of Edinburgh Council, acting as the buying organisation, has completed a procurement process titled "Post Diagnostic Support For Individuals with Autism" within the health and social work services category. This process aimed at ensuring the uninterrupted delivery of support services for adults with autism in the City of Edinburgh. The procurement method used was a limited procedure, specifically an award procedure without prior publication, driven by the importance of continuity in service delivery without disruptions. The contract was awarded on 29th December 2025 to Autism Initiatives, a supplier based in Edinburgh, with a contract value of GBP 87,373. This arrangement is intended to serve as an interim measure while a comprehensive tender process is developed for long-term procurement.

This tender offers significant opportunities for businesses specialising in health and social work services, particularly those focused on autism support. Companies that can demonstrate expertise in providing post-diagnostic support and are capable of rapid mobilisation to ensure service continuity would be well-suited to compete in such tenders. The emphasis on ensuring a collaborative evaluation and ongoing service delivery highlights the potential for businesses to establish fruitful partnerships with regional authorities like The City of Edinburgh Council. Businesses with a strong local presence and experience in social work services, especially small and medium-sized enterprises, may find advantageous opportunities in this procurement landscape.

Lot Information

Award of a short term contract by the Edinburgh Health & Social Care Partnership (EHSCP), to enable the continuation and evaluation of a service for the purposes of informing the future longer-term commissioning and procurement strategy.

Procurement Information

The direct award approach is considered appropriate and justified by: * Referring to the Procurement Reform (Scotland) Act 2014, section 12, which allows a contracting authority to award a health or social care service without seeking offers, below a value of GBP 663,540, provided appropriate considerations are taken into account (in line with the Scottish Government's Procurement of care and support services: best practice guidance). * Taking into consideration the importance of ensuring there is no gap in service delivery to reduce the impact to the supported individuals using the service as well as minimising the disruption and damage that could be caused to valuable relationships that have been formed by not having a sufficient mobilisation/transition period. * The need to engage further with the market to develop the requirement and carry out a full competitive tender procedure which will be allowed through the time provided by a direct award.
