Single Homelessness Services Tender
Notice Description
Watford Borough Council tender for housing and associated support services to provide a high level Single Homelessness Services namely: Housing First (Lot 1), Multi-disciplinary Outreach Service (Lot 2) and Integrated Support & Step-Down Service (Lot 3). This is tender is governed by section 9 of the Procurement Act 2023, Light Touch Contracts. Please note: contract period is from 01/04/2026-31/03/2030.
Lot Information
Lot 1
Lot 1 Housing First is an approach to successfully support rough sleepers with complex and multiple needs, and histories of entrenched rough sleeping to live in their own homes. Housing First should provide a stable, independent home together with intensive personalised support and case management to individuals. The service will support 25 individuals with active cases, plus any dormant cases subject to manageable numbers.
Lot 2 Multi-Disciplinary Outreach ServiceLot 2 Multi-Disciplinary Outreach Service The service will support Watford Borough Council's identified Target Priority Group of Rough Sleepers (TPG) ranging from up to 6 individuals at any given time, any newly identified Rough Sleepers in the district (averaged at 16 individuals per month), and any other individual identified to be at risk of homelessness from Watford's Single Homeless Pathway (SHP).
Lot 3 - Integrated Support & Step-Down ServiceDelivery and management of 33 accommodation units (22 intensive support + 11 step-down studios) for single people experiencing homelessness. Provision of on-site housing-related support, case management, and resettlement planning.
