Summary of the contracting process

Durham County Council established a framework for financial leasing facilities, managed by MUFG Corporate Markets. It covers four requirements: residual-based leasing; non-residual-based leasing; leasing for educational establishments; and leasing of Microsoft software and services. Lot 1, residual-based leasing, was awarded to 11 suppliers: BPCE Equipment Solutions UK, CHG-MERIDIAN, De Lage Landen Leasing, Econocom, JCB Finance, Mitsubishi HC Capital UK (Novuna), Richard C Bircher (Holdings), Room Twelve, Siemens Financial Services, Triple Point Lease Partners and TP Leasing; value £600 million. Lot 2, non-residual-based leasing, went to the same suppliers except Econocom; value £500 million. Lot 3, educational establishments, went to CHG-MERIDIAN and Econocom; value £60 million. Lot 4, Microsoft leasing, went to BNP Paribas Leasing Solutions and BPCE; value £600 million. Quality and cost were weighted 60:40 on Lots 1–3, and 25:75 on Lot 4. SMEs were considered suitable for all lots.

This framework demonstrates substantial public-sector demand for leasing facilities across the UK, including education-specific and Microsoft software and services finance. The buyer used a multi-supplier framework, with call-offs available either directly or through mini-competitions; competitive call-offs apply to residual-based, non-residual-based and Microsoft leasing. Suppliers seeking similar work would need to offer credible leasing finance and the capacity to serve a broad range of public bodies. Competition placed different emphasis on the offer by lot: quality carried more weight for the general and education leasing requirements, while cost was dominant for Microsoft-related leasing. SMEs were explicitly considered suitable, and an SME was among the successful suppliers for the residual-based lot.

Notice Description

Durham County Council invited tenders from organisation to participate in a 48-month framework ("the Framework"). MUFG Corporate Markets ("MUFG"), a division of MUFG Pension & Market Services are a major provider of advisory services to the UK public sector. MUFG intends to use this Framework to enable its clients to procure leasing facilities. The Framework will be used by the Council and may also be used by MUFG clients and all other Contracting Authorities in the United Kingdom as defined in Section 2 of the Procurement Act 2023, including (but not limited to) all Local Authorities, Fire & Rescue Services, Police and Crime Commissioners, Registered Providers of Social Housing, Schools, Colleges, Universities and other public sector organisations located in the United Kingdom, ("Eligible Bodies"). A list of Eligible Bodies can be found with the tender documentation. The tender and subsequent Framework consists of four lots: - Lot 1: Residual based Lease Facilities Lot 2: Non-residual based Lease Facilities Lot 3: Educational Establishment Lease Facilities Lot 4: Microsoft(r) Software and Services Lease Facilities In compliance with the Procurement Act 2023, Durham County Council are the principle Contracting Authority for the establishment of this framework, and MUFG Corporate Markets are the managing agent.
