Summary of the contracting process

Liverpool John Moores University, a public authority in sub-central government, located in Liverpool, UK, is currently in the planning phase of a procurement process titled "RFI2516 Suited Locks & Keys". This tender relates to the procurement and installation of a new mechanical suited lock system across its estate, encompassing two campuses with approximately 37 buildings. The immediate priority is the replacement of an obsolete lock suite at the Redmonds building. A preliminary market engagement notice has been published, with the request for information (RFI) submission due by 12 noon on 29th January 2026. While this engagement serves to gather market capabilities and shape future tender documents, it is important to note that no budget has been set, and a full procurement might not proceed if deemed unfeasible. The planned contract period is from March 2026 to March 2031.

This tender offers opportunities for businesses in the locksmith services industry, particularly those that specialise in mechanical lock solutions and suited lock systems. Small and medium-sized enterprises (SMEs) specifically will find this opportunity suitable, given their adaptability and niche offerings. Engaging in this preliminary market survey can position businesses to potentially be contacted for further details, and to influence the University's understanding of market capabilities. Responding to this RFI could leverage growth by forming potential partnerships and contracts with an esteemed educational institution, provided that a full procurement process is initiated following the engagement exercise.
