Summary of the contracting process

The City of London Corporation, formally known as The Mayor and Commonalty and Citizens of the City of London, is initiating a procurement process for providing systemic therapy services for families and children. This initiative is categorised under social services and guidance and counselling within the industry. The procurement is currently at the planning stage, with key dates including a market engagement questionnaire due by 4th February 2026. The contract is expected to commence on 1st July 2026 and continue until 30th June 2028, with the possibility of renewal until 2029. The service is required to cover the City of London region and aims to support families at risk of escalation without appropriate intervention.

This tender offers significant opportunities for businesses specialising in social work and therapeutic services, particularly those with expertise in early intervention and systemic therapy. The inclusion of local authority-funded services outside the NHS framework presents a growth opportunity for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). Businesses adept in delivering comprehensive family support services would be well-suited to compete, especially if they can address the needs of children and families not meeting specialist care thresholds but still requiring intervention.

Notice Title

Systemic Therapy for Families and Children in the City of London

Notice Description

As part of our ongoing commitment to delivering an effective Early Help service, the Department of Community and Children's Services has identified the need for a local authority funded offer of systemic therapy for children and families, which falls outside the scope of the NHS. The service will primarily support families who do not meet the threshold for a specialist CAMHS referral but may risk further escalation and intervention if left without support. The service may also support individual children and young people open to Children and Families Social Care, if deemed appropriate by the referring worker.
