Cambridgeshire County Council procured a closed framework for supervised family time services, classified as health and social work services (CPV 85000000). Quality was weighted at 100%, with prices assessed against tier 1 ceiling rates.

A future competitor would need sufficient geographic reach across the Eastern region and potentially nationally, reliable capacity to respond to variable referral demand, and the ability to work alongside an in-house service. Familiarity with further competitions and referral-based call-offs would also be important.
