    "description": "This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. NHS Greater Manchester and NHS Derby and Derbyshire (Glossop Place) Integrated Care Boards have not yet formally awarded a contract; this notice serves as an intention to award a contract under the PSR competitive process for Lot 2 Greater Manchester and Derby and Derbyshire only. The award decision for Lot 2 was approved by NHS Greater Manchester ICB Board members and NHS Derby & Derbyshire ICB Executive Board members based on a recommendation from the procurement evaluation panel. In completing the provider assessment, the relative importance of the key criteria ((1) Quality and Innovation: 17.00% (2) Value: 13.00% (3) Integration, collaboration and service sustainability: 14.00% (4) Improving access, reducing health inequalities and facilitating choice: 6.00% (5) Social value: 10.00%) was considered against the contract specification. The Relevant Authorities are satisfied that the new provider meets the minimum requirements, as the only compliant Bid achieved the highest score and demonstrates the capability to deliver the service in line with the key criteria. Each Relevant Authority required all persons involved in the Procurement to complete a conflict of interest declaration. Five of the Evaluation Panel Members declared a potential conflict of interest. The declarations were reviewed by authorised individuals, Head of Market Management for NHS Greater Manchester and Head of Procurement and Contracting for NHS Lancashire and South Cumbria. Of the five declarations, one was considered material and that Evaluation Panel Member was removed from the procurement process. The remaining four declarations were considered to be non-material to any of the Bidders in the procurement and the Evaluation Panel Members were permitted to take part in the evaluation process. Representations by providers must be made to the relevant authority before midnight on 14 August 2026. Representations must be sent to NHS Greater Manchester Integrated Care Board for Lot 2 to nhsgm.procurement@nhs.net.",
