Aggregate Working Parties Secretariat
Notice Description
To appoint an external consultant or supplier that has in-depth knowledge of the role and work of the Aggregate Working Parties and can mobilise resources quickly to undertake the secretariat function effectively. Aggregate Working Parties (AWPs) are technical advisory groups of mineral planning authorities and other relevant organisations covering specific geographical areas who work together to produce fit-for-purpose and comprehensive data on aggregate demand and supply in their area; and provide advice to individual mineral planning authorities and to the National Aggregate Co-ordinating Group. The Authority intends to award a Contract/s for an initial three year term, with the option to extend for a further 12 months, subject to departmental requirements, available budget, satisfactory performance and approval. This Procurement will result in separate Contract awards for each Lot of which there are up to 9 lots. A Potential Supplier may be awarded one or more Lots (up to the maximum permitted), and upon Contract execution they will become the Supplier for those Lot(s). The total maximum budget available for the initial three-year period is PS454167 ex VAT across all nine lots. The total contract value, including any optional extensions, may be up to PS606,667 ex VAT, subject to funding availability, supplier performance and internal governance approval. Lot Information
Lot 2
East Midlands - This region comprises 11 MPAs and, as the largest exporter of crushed rock, accounting for almost half of national crushed rock sales and holding 30% of England and Wales permitted reserves, it supplies neighbouring regions such as the West Midlands and East of England, while maintaining sand & gravel and crushed rock landbanks at the required in the National Planning Policy Framework.
Renewal: option to extend for a further 12 months, subject to departmental requirements, available budget, satisfactory performance and approval.
Lot 1East of England - This region comprises of 12 MPAs, with aggregate sales of sand and gravel at 9.69mt (2004) showing a slight fall from 2023. Crushed rock reserves and sales are very limited therefore the region relies heavily on imported crushed rock and sand & gravel, 6.3mt of crushed rock imported from other regions in England and Wales (1.9mt from overseas), with 1.2mt of sand and gravel imported from other AWP regions.
Renewal: option to extend for a further 12 months, subject to departmental requirements, available budget, satisfactory performance and approval.
Lot 6London -This region of covers all the MPAs comprising of the London Boroughs with the Mayoral Development Corporations (LLDC and ODPC) with current AWP membership comprising of six London Boroughs containing minerals and other boroughs who have taken up the invitation to join alongside aggregate industry representatives. Around 96% of total sales dependent on marine dredged landings and imports of land won sand and gravel and crushed rock, London is reliant on wharf and rail-head infrastructure to maintain its aggregate supply.
Renewal: option to extend for a further 12 months, subject to departmental requirements, available budget, satisfactory performance and approval.
Lot 3North East - This region currently comprises of 13 MPAs and also the North East Combined Authority and Tees Valley Combined Authority which make up the AWP membership alongside Industry representatives. 75% of total aggregate sales comprising crushed rock and the remaining 25% from marine and land won sand and gravel, its reserves for both materials remain above the minimum landbank indicators of ten and seven years respectively.
Renewal: option to extend for a further 12 months, subject to departmental requirements, available budget, satisfactory performance and approval.
Lot 4North West - This region comprises of 25 MPAs including the metropolitan areas of Liverpool and Greater Manchester, alongside industry representatives, and with over 75% of aggregate sales consisting of crushed rock and the remainder from land won sand and gravel with some contribution from marine supplies, the AWP provides for each sub-region accordingly.
Renewal: option to extend for a further 12 months, subject to departmental requirements, available budget, satisfactory performance and approval.
Lot 5South East - This region comprises a total of 21 individual MPAs together with representatives from industry trade bodies and individual aggregate companies. Current (2024) sales of all primary aggregate was 13Mt with crushed rock imports at 8.8Mt a two-thirds increase from 2019. With sales and production data showing increasing dependence on crushed rock imports and marine sourced sand and gravel, its sand and gravel landbank remains just above the seven-year indicator.
Renewal: option to extend for a further 12 months, subject to departmental requirements, available budget, satisfactory performance and approval.
Lot 7South West - This region comprises 17 MPAs alongside industry representatives, and with aggregate sales and production dominated by crushed rock, much of which is exported to neighbouring regions and London, demand is expected to remain at least at current levels due to ongoing construction activity and a pipeline of large-scale schemes requiring significant quantities of aggregates.
Renewal: option to extend for a further 12 months, subject to departmental requirements, available budget, satisfactory performance and approval.
Lot 8West Midlands - This region comprises of 14 MPAs represented on the AWP and has over 75% of aggregate sales derived from land won sand and gravel. Having experienced steady growth over the past decade before following the recent national decline, its crushed rock reserves exceed 40 years, with some MPA sales figures combined for reporting due to confidentiality arising from the limited number of quarries.
Renewal: option to extend for a further 12 months, subject to departmental requirements, available budget, satisfactory performance and approval.
Lot 9Yorkshire and Humber - This region comprises 17 MPAs together with industry representatives, and with over 75% of aggregate sales derived from crushed rock and the remainder from land won sand and gravel and some additional contribution from marine supplies. Its permitted reserves exceed minimum landbank indicators, standing at approximately 11.9 years for sand and gravel and 27.1 years for crushed rock based on the combined 10-year average sales for the region.
Renewal: option to extend for a further 12 months, subject to departmental requirements, available budget, satisfactory performance and approval.

"awardCriteriaDetails": "Lot 1 East of England - This region comprises of 12 MPAs, with aggregate sales of sand and gravel at 9.69mt (2004) showing a slight fall from 2023. Crushed rock reserves and sales are very limited therefore the region relies heavily on imported crushed rock and sand & gravel, 6.3mt of crushed rock imported from other regions in England and Wales (1.9mt from overseas), with 1.2mt of sand and gravel imported from other AWP regions. Lot 2 East Midlands - This region comprises 11 MPAs and, as the largest exporter of crushed rock, accounting for almost half of national crushed rock sales and holding 30% of England and Wales permitted reserves, it supplies neighbouring regions such as the West Midlands and East of England, while maintaining sand & gravel and crushed rock landbanks at the required in the National Planning Policy Framework. Lot 3 North East - This region currently comprises of 13 MPAs and also the North East Combined Authority and Tees Valley Combined Authority which make up the AWP membership alongside Industry representatives. 75% of total aggregate sales comprising crushed rock and the remaining 25% from marine and land won sand and gravel, its reserves for both materials remain above the minimum landbank indicators of ten and seven years respectively. Lot 4 North West - This region comprises of 25 MPAs including the metropolitan areas of Liverpool and Greater Manchester, alongside industry representatives, and with over 75% of aggregate sales consisting of crushed rock and the remainder from land won sand and gravel with some contribution from marine supplies, the AWP provides for each sub-region accordingly. Lot 5 South East - This region comprises a total of 21 individual MPAs together with representatives from industry trade bodies and individual aggregate companies. Current (2024) sales of all primary aggregate was 13Mt with crushed rock imports at 8.8Mt a two-thirds increase from 2019. With sales and production data showing increasing dependence on crushed rock imports and marine sourced sand and gravel, its sand and gravel landbank remains just above the seven-year indicator. Lot 6 London -This region of covers all the MPAs comprising of the London Boroughs with the Mayoral Development Corporations (LLDC and ODPC) with current AWP membership comprising of six London Boroughs containing minerals and other boroughs who have taken up the invitation to join alongside aggregate industry representatives. Around 96% of total sales dependent on marine dredged landings and imports of land won sand and gravel and crushed rock, London is reliant on wharf and rail-head infrastructure to maintain its aggregate supply. Lot 7 South West - This region comprises 17 MPAs alongside industry representatives, and with aggregate sales and production dominated by crushed rock, much of which is exported to neighbouring regions and London, demand is expected to remain at least at current levels due to ongoing construction activity and a pipeline of large-scale schemes requiring significant quantities of aggregates. Lot 8 West Midlands - This region comprises of 14 MPAs represented on the AWP and has over 75% of aggregate sales derived from land won sand and gravel.
