Summary of the contracting process

Rhondda Cynon Taf County Borough Council (RCT CBC) is currently in the planning stage of a public procurement process for providing residential care and support services at Meadow View, a facility aimed to support young people aged between 10 and 18. This initiative falls under the services category, with a focus on social work services as defined by CPV classification 85310000. The procurement is guided by the Health and Social Care (Wales) Act 2025, requiring a not-for-profit provider. Located in the UKL15 region of the United Kingdom, this engagement notice invites interested participants to express their interest and complete a questionnaire by 29th January 2026. The project's future procurement strategy may include a competitive tender process, expected to commence in June 2026, with the service starting in January 2027 and potentially extending to 2034.

This tender presents a significant opportunity for not-for-profit entities specialising in social care services, particularly those experienced in child-focused and trauma-informed practice. Eligible businesses that can provide comprehensive residential care, leveraging a strengths-based approach and collaborating with social work teams to promote positive outcomes for children and young people, would be ideally suited to engage. By participating in this early market engagement, businesses can help shape the procurement strategy, potentially influencing service delivery mechanisms that align with strategic social objectives and growth within the care services sector.
