Summary of the contracting process

North Yorkshire Council procured supported housing and housing-related support under its Living Independently For Everyone (LIFE) programme. The service provides short-term accommodation and support, usually for one to two years, to help people maintain independence, build resilience, improve wellbeing and practical skills, sustain tenancies, prevent homelessness and avoid hospital admissions. It covers people with diverse physical and mental health needs linked to housing and homelessness, including people affected by substance use, homelessness, autism, mild learning disabilities and other complex needs. The requirement combines accommodation-based support with floating support and a recovery-focused approach. Services are delivered across North Yorkshire, divided into an East area and a West area. The procurement is for health and social work services, with a broad supported-housing and homelessness prevention remit.

The procurement has been completed and both lots were awarded through an open procedure. Lot 1, East, was awarded to Broadacres Housing Association Limited on 2 April 2026 for £9,759,577.53 gross (£8,132,981.28 excluding VAT). Lot 2, West, was awarded to Horton Housing Support Limited on the same date for £10,250,920.68 gross (£8,542,433.90 excluding VAT). The Lot 1 contract was signed on 6 July 2026 and the Lot 2 contract on 22 May 2026. Both contracts run from 1 October 2026 to 30 September 2029, with two possible extensions taking the maximum period to 30 September 2033. Evaluation weighted quality at 80% and price at 20%, including delivery model, mobilisation, case studies, performance management, partnership working, social value and innovation. Financial, legal and technical capacity were also assessed.

This outcome demonstrates established demand from North Yorkshire Council for providers able to combine supported accommodation with floating support across a geographically divided service. Credible competitors will need experience supporting people with mental health needs, homelessness, substance use, autism, mild learning disabilities and other complex or multiple disadvantages, while helping residents progress towards independent living. Relevant contract examples and case studies matter, as does the ability to manage subcontractors, mobilise services effectively and work in partnership with housing, health and other statutory services. Providers should be able to secure suitable accommodation and move-on housing, maintain safe and appropriate placements, monitor occupancy and service capacity, and measure positive move-on outcomes and tenancy stability. Strong performance reporting, carbon reduction, social value and innovation will also support competitiveness.

Supported housing can be a powerful intervention in enabling individuals to remain independent in their own homes. The Authority aims to build on its successful Supported Housing programme by enhancing and expanding its current service offer of short-term accommodation and support (1-2 years) helping individuals maintain independence, develop resilience, wellbeing and practical skills to sustain tenancies, prevent homelessness and hospital admissions, enabling them to progress towards recovery and independent living - whilst reducing pressures on statutory services. The specification builds on long-standing services from the Supporting People Programme and subsequent commissioned services, retaining core principles while taking advantage of the Authority's broader remit as a housing authority. It is ambitious in the vision to deliver a comprehensive supported housing offer for individuals with diverse physical and mental health needs linked to housing and homelessness, providing consistent, high quality, holistic, recovery focused accommodation and floating support across the Authority area. The expansion reflects changes in social care, broadening the focus beyond mental health to include individuals facing multiple disadvantage such as substance use, homelessness, autism, mild learning disabilities and other complex needs where short-term targeted housing support can enable independent living.
