Summary of the contracting process

Severn Trent Water Limited established an Innovation Strategic Partnerships Framework for specialist innovation services. The work supports the identification, evaluation, trialling and implementation of innovative solutions to improve operational efficiency, environmental performance and customer outcomes. It provides structured access to specialist expertise, emerging technologies and market-leading solutions, with the aim of scaling innovation collaboration and supporting Severn Trent’s strategic objectives. The requirement covers water distribution-related services and research, development and related consultancy services. Delivery is across the United Kingdom. This is a services opportunity for organisations able to combine innovation capability with practical application in the water utility environment.

The procurement is complete and was awarded on 28 July 2026 through a selective competitive flexible procedure for a closed framework agreement. The framework has one lot and nine suppliers were appointed: Binnies UK Limited, AtkinsRéalis UK Limited, Mott MacDonald Limited, Sand Tech AI (UK) Ltd, Enpure Limited, Jacobs U.K. Limited, Capgemini UK PLC, AIIMI Limited and SUEZ Advanced Solutions UK Limited. The awarded value is £20 million excluding VAT and £24 million including VAT. The awarded contract is scheduled from 17 August 2026 to 17 August 2031, with a possible further three-year extension. Project-level options may also be used. Evaluation gave equal 25% weighting to critical national infrastructure, co-investment, co-developing and scaling solutions, and sustainability. The tender submission deadline was 6 February 2026, and the contract signature milestone was due on 11 August 2026.

This award shows Severn Trent’s demand for external partners that can move innovation from identification and evaluation through trials, implementation and scaled deployment. Credible competitors for a future requirement would need specialist expertise, relevant emerging or proven technologies, and the ability to deliver measurable operational efficiencies, environmental improvements or better customer outcomes in a regulated water-utility setting. The evaluation also indicates that suppliers should be able to work within critical national infrastructure, contribute co-investment, co-develop solutions with the utility and support their scaling. Sustainability capability is equally important. The appointed supply base combines major engineering and consultancy firms, digital and AI specialists, water-sector solution providers and smaller innovative businesses, so both delivery scale and focused technical expertise are relevant.
