Notice Description
NHS Derby & Derbyshire Integrated Care Board have undertaken a Competitive Process under the Provider Selection Regime (PSR) regulations and invited suitably qualified and experienced providers to deliver a Derby and Derbyshire Community Ophthalmology Triage and Treatment Service. NHS Arden and Greater East Midlands CSU (AGCSU) acted as an agent for and on behalf of the Commissioner and supported this Provider Selection Regime Competitive Process. The process was a One Stage process.

NHS Derby & Derbyshire Integrated Care Board are seeking to commission the provision of a Community Ophthalmology Triage and Treatment services across the Derby and Derbyshire Integrated Care Board (DDICB) footprint.
The 'Community Ophthalmology Triage and Treatment Service' will comprise of 2 elements covering the DDICB area:
* Community Triage & Treatment Service based in the north and south - for the north, based in one or more locations of which at least one is in the centre of Chesterfield and for the south, based in one or more locations of which at least one is in Derby City centre. This element of The Service includes: desktop triage (administrative and clinical triage), assessment and treatment according to pathways/guidance within The Service, or onward referral to Hospital Eye Services (HES)/other provider for patients' ongoing treatment needs.
* A virtual triage service for the High Peak and Glossop areas - no specific base is required as this is a virtual service. This element of the service includes: desktop (virtual administrative and clinical) triage and onward referral to commissioned community providers for assessment, and treatment or onward referral to HES/other provider for patients' ongoing treatment needs.
This notice is to communicate the intention to award a contract under the Provider Selection Regime (PSR) Competitive Process. This contract relates to a new service with the intention to award being made to a new provider. The contract will commence 2nd November 2026 for an initial term of 3 years and 5 months with the Commissioner having the option to extend the Contract for up to a further 1 year and 7 months.
Options: 3 years and 5 months initial term with the Commissioner having the option to extend the Contract for up to a further 1 year and 7 months.

"description": "This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 24th June 2026. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR.<br/><br/>If you have wish to make a written representation regarding this intention to award please contact: ddicb.plannedcareandcancer@nhs.net<br/><br/>The award decision has been made by the NHS Derby and Derbyshire ICB Joint Commissioning Executive Group on 8th June 2026.<br/><br/>Conflicts of Interest: Two perceived Conflict of Interests were identified throughout the process.<br/><br/>Due to the nature of the perceived conflict, the mitigation provided and the robust open, fair and transparent procurement process being undertaken, it was agreed with the ICB that no further action was required at the time.<br/><br/>The planned mitigation measure was to remove panel members from the procurement and evaluation processes if the perceived conflicts of interest became actual. However, this did not materialise, and panel members were able to continue with their role on the procurement.<br/><br/>The lifetime value of the contract is expected to be PS4,151,297.00<br/><br/>The relative importance of the Key Criteria incorporated within the service was as follows:<br/>1. Quality and Innovation: 54.00%<br/>2. Value: Pass/Fail <br/>3. Integration, Collaboration & Service Sustainability: 19.00%<br/>4. Improving Access, Reducing Health Inequalities and Facilitating Choice: 17.00%<br/>5. Social Value: 10.00%<br/><br/>The rationale for awarding to the preferred provider was that they passed all requirements associated with the Basic Selection Criteria and met the minimum weighted required threshold for the Key Criteria, clearly demonstrating their ability to deliver the requirements of the service within their submission for this Provider Selection Process.",
