Summary of the contracting process

The Royal Borough of Kensington and Chelsea, acting on behalf of the West London Housing Partnership, is currently in the planning stage of a procurement process titled "West London Direct Payments Service for Homelessness Prevention and Ending Rough Sleeping." This initiative seeks to engage suppliers to provide a match-funded direct payment service aimed at preventing homelessness and reducing rough sleeping in the regions including Kensington & Chelsea, Hammersmith & Fulham, Brent, Ealing, Hillingdon, Hounslow, and Harrow. The procurement, which falls under the health and social work services category, is set to commence from 1st April 2026, spanning until 31st March 2027. Interested providers should submit their engagement questionnaires by noon on 28th January 2026, as market engagement activities and potential further dialogues will occur through early 2026.

This opportunity presents significant potential for businesses with a proven track record in personalised budget or direct payment services, especially those capable of providing 100% match funding to maximise the council's £500,000 investment. The project aims to rapidly facilitate access to funds for at-risk individuals, thus providing a critical service in the social work sector. Organisations operating within the health and social services industry with sufficient capacity for scale and innovation would be ideal candidates to engage in this project. Businesses can expect long-term growth and exposure by contributing to meaningful social impact through this strategically funded scheme.
