Summary of the contracting process

East Kent Hospitals University NHS Foundation Trust sought outsourced radiology reporting services, supported by 2gether Support Solutions Limited. The requirement covered routine, urgent and out-of-hours reporting, subspecialist reporting across relevant imaging modalities, and access to an operational business intelligence tool. This is a healthcare medical analysis service, classified under CPV 85148000. The work was intended to support the Trust’s radiology service in East Kent, with the buying organisation based at Kent and Canterbury Hospital in Canterbury. The service was to be procured through the Health Care Services (Provider Selection Regime) Regulations 2023, rather than under the Procurement Act 2023. The intended provider would deliver reporting capability alongside operational data and performance information for the Trust.

The process reached tender: the Trust invited suitably qualified providers to express interest through a Most Suitable Provider Process, without a competitive exercise, using Lot 2 of the NHS Supply Chain Managed Equipment and Clinical Service Solutions framework. The estimated value was £12.9 million. The expression-of-interest deadline was 12:00 on 28 January 2026. A 14-day intention period applied, followed by a submission window from 29 to 30 January 2026; assessment was due to begin on 2 February 2026, with a future notice planned for 13 February 2026. The Trust abandoned the process after assessment, deciding that submissions, clarifications, commercial information and future requirements did not provide a sufficiently compelling basis for immediate award. No provider was selected and no contract was awarded. A separate competitive process is intended.

This opportunity suited organisations already listed under Lot 2 of the NHS Supply Chain Managed Equipment and Clinical Service Solutions framework, with suitable qualifications and experience in outsourced radiology reporting. Relevant suppliers would need to provide reliable routine, urgent and out-of-hours reporting, supported by subspecialist expertise across the imaging modalities required by the Trust. Providers with the operational capacity to manage varied reporting demand and maintain service continuity would be well placed. Experience of delivering radiology services for NHS or comparable healthcare environments would be relevant, as would the ability to provide operational business intelligence functionality alongside clinical reporting. The abandoned process does not carry forward submissions or scores, so interested suppliers would need to meet the requirements of the separate competitive exercise.
