Summary of the contracting process

Flintshire County Council sought a provider for an integrated repair and reuse service across Flintshire, including bulky waste collection. The service was intended to capture reusable items that would otherwise enter the waste stream and manage them through preparation for reuse, repair, refurbishment, resale or appropriate recycling. The procurement reached tender: the Council invited offers through an open procedure, with electronic submission allowed via SupplierLive Proactis. Enquiries were due by 7 July 2026 at 12 noon and tenders by 15 July 2026 at 12 noon; the intended award decision date was 17 July 2026. The planned contract period was 27 July 2026 to 26 July 2031, with an option to renew for up to three years, ending by 26 July 2034. The stated value was £1.00 excluding VAT, or £1.20 including VAT. Evaluation was weighted 70% quality, 20% price and 10% social value. Strong candidates would be able to design and run a complete operational service rather than provide a single isolated activity. Relevant capability included bulky waste and reusable-item collection, transport and logistics, sorting, safe handling, repair, refurbishment, preparation for resale, recycling decisions and management of onward reuse routes. Experience coordinating shop or workshop operations, repair workflows and resale or community reuse activities would be useful. The requirement also favoured suppliers able to demonstrate reliable operational capacity across Flintshire, work with third-sector or local repair partners, and deliver measurable social value. Economic and technical selection requirements applied through the tender documents.

The successful Contractor will be responsible for establishing, operating and managing an end-to-end service which captures reusable items that would otherwise enter the waste stream and diverts them into pathways for preparation for reuse, repair, refurbishment, resale or appropriate recycling.

Planning Information

We are seeking expressions of interests from any organisations who may be able to deliver this service on behalf of the Authority, in particularly third sector organisations. To express an interest please e-mail procurement@flintshire.gov.uk with a brief overview of the service you are able to provide by no later than 12noon 23rd January 2026. The intention is to have pre-market engagement discussions with interested parties, including any charities, social enterprises and local repair groups. Site visits may also be included in the pre-market engagement phase to understand best-practice shop operations, logistics and repair workflows.
