Summary of the contracting process

New College Lanarkshire and South Lanarkshire College procured taxi and private-hire services for students, escorts and staff. The requirement covers scheduled standing-order journeys and ad hoc journeys for business-related staff needs. The procurement is complete and contracts were awarded through an open procedure under a framework agreement, evaluated on technical quality worth 60% and price worth 40%. The tender deadline was 14 May 2026 at 14:00, with evaluation and bid opening scheduled from 15:00 that day. Each lot has a 720-day contract period and may be extended for two further 12-month periods, subject to performance and continuing requirements. Coatbridge was awarded to Airdrie Taxis for £421,891, signed 29 July 2026. Cumbernauld and Kirkintilloch was awarded to Central Cab Company for £703,151, signed 29 July 2026. Motherwell was awarded to Redline Cabs for £703,151, signed 29 July 2026. East Kilbride was awarded to East Kilbride Taxi Owners Association for £22,000, signed 6 August 2026.

This outcome demonstrates demand for taxi and private-hire capacity serving colleges across Lanarkshire, with separate geographic operating areas and a mix of planned and ad hoc work. A credible future competitor would need strong local coverage, enough vehicles and drivers to meet scheduled journeys and changing student requirements, and the ability to provide dedicated drivers for vulnerable passengers. Relevant experience must be evidenced through one comparable example from the previous three years. Operators need appropriate local-authority operator licences, licensed vehicles and drivers, current DVLA licences, and current taxi or private-hire driver licences. Drivers must hold Protecting Vulnerable Groups membership. Financial standing, two years of audited accounts and £5 million employers’ and public liability insurance were required, alongside disclosure of any subcontracting.

The services will be divided into the following four lots: Lot 1 - Coatbridge (New College Lanarkshire dedicated lot) Lot 2 - Cumbernauld (New College Lanarkshire dedicated lot) Lot 3 - Motherwell (New College Lanarkshire dedicated lot) Lot 4 - East Kilbride (South Lanarkshire College dedicated lot)

Lot Information

Lot 1 - Coatbridge

The services will predominately be within the Coatbridge vicinity, however historically our students are collected from and returned to Airdrie, East Kilbride, and Calderbank. This can change from each session throughout the duration of the Agreement, based on the needs of the students. Planned Hires - Standing Orders - Provision of a taxi and/or private hire service on a standing order basis (pre-scheduled taxi/private hire service) for the transportation of vulnerable groups who may include but is not limited to disabled students (The college will notify the company if the taxis require access for passengers with mobility difficulties, e.g., wheelchair access) or lone travellers, groups with special needs and their escorts, when required etc. The Contractor should note that for the transportation of vulnerable groups, a dedicated driver shall be required. Ad Hoc - Provision of a taxi and/or private hire service on an ad-hoc basis (non-scheduled taxi/private hire service), providing transportation for business related staff requirements across the Authorities accessing this Agreement. Additional information: Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Renewal: The Authority will have the right to extend the Agreement for a further two periods of 12 months, subject to satisfactory performance and continued Authority requirements

Lot 2 - Cumbernauld & Kirkintilloch

The services will predominately be within the Cumbernauld and Kirkintilloch vicinity, however historically our students are collected from and returned to Larbert, Falkirk, Airdrie and Cumbernauld. This can change from each session throughout the duration of the Agreement, based on the needs of the students. Planned Hires - Standing Orders - Provision of a taxi and/or private hire service on a standing order basis (pre-scheduled taxi/private hire service) for the transportation of vulnerable groups who may include but is not limited to disabled students (The college will notify the company if the taxis require access for passengers with mobility difficulties, e.g., wheelchair access) or lone travellers, groups with special needs and their escorts, when required etc. The Contractor should note that for the transportation of vulnerable groups, a dedicated driver shall be required.
