Summary of the contracting process

NHS England North East and Yorkshire, alongside NHS England South West, is managing a significant health services procurement entitled "NHSE1097 - Health Visitor Vaccination Pathfinder Project - MSP". This initiative is classified under the CPV code 85100000 and aims to enhance childhood immunisation uptake for children aged 0-5 across North East Lincolnshire, Hull and East Riding, and Somerset. The procurement, which started with a tender process and now has reached the award stage, will launch on 1 February 2026. The project is set under the Most Suitable Provider Process within the Health Care Services Regulations 2023, suggesting a limited award procedure without a call for competition. Initial contracts span from 1 February 2026 to 31 March 2027, with options for annual extensions subject to satisfactory performance and available funding.

This tender presents substantial opportunities for current and aspiring providers of public health services focused on early childhood care. Organisations with existing contracts for Health Visitor Services with local authorities in the specified regions are ideally positioned to compete, given the eligibility criteria for participation. The total contract values are significant, with each lot offering extensive scope for both service delivery and financial growth. Businesses operating at the intersection of health and public service management will find this a fitting opportunity to expand their footprint and contribute to public health outcomes, aiding both revenue growth and regional health improvements.

The Health and Social Care Act 2012 set out a Local Authority's statutory responsibility for commissioning public health services for children and young people aged 0 to 19 years, this includes the requirement for Local Authority's to commission 0 to 5 years Health Visitor Services. In order to deliver the Health Visitor Vaccination Pathfinder Project, the MSPs MUST hold a current and valid commissioned Health Visitor Service Contract with the Local Authority within the designated lots/localities for which they are expressing an interest in. All potential providers who do not meet this requirement will immediately FAIL the MSP process assessment and will be excluded from any further assessment. MSP's have been identified under the PSR 2023, MSP process for the provision of Health Visitor Vaccination Pathfinder Project to enhance Routine Childhood Immunisation uptake for 0-5 years and the MSP's will be required to accept the terms and conditions and be compliant with the requirements of the NHS Standard Contract 2025_26 (or any edition or any subsequent revisions). The MSP process allows for Expression of Interest (EOI) from other suitable and qualified providers as part of this process, and it should be noted that the result of this may be to terminate the MSP process and undertake a competitive process following assessment of other interested provider(s) should more than the MSPs be identified as capable provider(s) from the intention to follow the MSP process notice which was published in Find a Tender portal on 15 December 2025 (Notice identifier: 2005/S 000-082798). Contracts will run for an initial term of 14-months from 01 February 2026 until 31 March 2027, with the option at the discretion of the Relevant Authorities of extending the contract for a further 12-months and further 12-monthly increments up to the expiry date of the Local Authority Health Visitor Service Contract subject to the availability of funding and satisfactory financial and contractual performance. The annual value of the contract for Lot 3 - Somerset 01 February 2026 - 31 March 2027 PS187,898, 01 April 2027 - 31 March 2028 PS132,634 (Various annual values going forward). This is a new service.
