Summary of the contracting process

The Ministry of Defence is buying spare parts for Quad Trailer model SMT172B, a military variant used for defence operations. The requirement covers approximately 75 items, each identified by a NATO Stock Number and supplied against CSIS Manufacturer’s Part Numbers. The parts are for the trailer platform and include items within the trailers category (CPV 34223300). Babcock Land Defence Limited is acting as the Ministry’s agent, managing the procurement, contract compliance and performance monitoring. Delivery is across the United Kingdom. The resulting arrangement also allows similar items to be added after award, beyond those already anticipated. The framework includes requirements for on-time delivery, non-conforming deliveries and new-stores rejects.

The procurement is complete and the contract has been awarded to Logic Manufacturing Limited following a direct award for repeat goods under section 41 of the Procurement Act 2023. The justification was that the spare parts are bespoke to the SMT172B trailer and alternative parts would be technically incompatible. There was one completed lot. The award was dated 25 June 2026, with an awarded value of £570,000 and a gross value of £684,000. The contract was signed on 20 July 2026 and runs from 20 July 2026 to 19 July 2034, comprising five years plus three one-year options. It is a closed framework without reopening competition, with annual price adjustment after the first year.

This opportunity demonstrates established Ministry of Defence demand for specialist trailer spares supplied to precise military-platform requirements. A credible future competitor would need the capability to manufacture or source parts matching NATO Stock Numbers and CSIS Manufacturer’s Part Numbers, with strong control over technical compatibility and product conformity. Bespoke manufacturing experience for the SMT172B trailer or comparable military equipment would be particularly relevant, because the award rationale identifies incompatibility and disproportionate technical difficulties as barriers to alternative supply. Suppliers would also need dependable logistics and quality-management processes to meet on-time delivery, non-conforming delivery and new-stores reject performance measures. SMEs are expressly considered suitable for the requirement, and firms able to support a broad range of approximately 75 parts would be well placed.

Procurement Information

The Ministry of Defence awarded a contract to Logic Manufacturing Limited for the supply of spare parts for Quad Trailer model SMT172B (Trailer). The contract was awarded for a period of up to 8 years (5 years plus 3 options to extend by a year) and have a value of up to PS570k. The contract was awarded under section 41 of the Procurement Act 2023 because the direct award justification specified in para 7 of Schedule 5 (repeat goods) applies. This is because this is a repeat purchase of spare parts for the Trailer, which is a military variant of a civilian platform, and the spare parts are manufactured bespoke by Logic Manufacturing Limited. Spare parts manufactured by another supplier would therefore be incompatible with the Trailer, resulting in disproportionate technical difficulties in operation. Babcock Land Defence Limited, acting on behalf of the Ministry of Defence, reserved the right, upon expiry or termination of the contract and where justified, to award a further contract for the supply of these goods to the existing supplier in accordance with Section 41(6) of the Procurement Act 2023, relying on Schedule 5, Paragraphs 7(a) and 7(b). Babcock Land Defence Limited acted as agent on behalf of the Ministry of Defence. Interested parties were able to contact Babcock in the first instance with any queries relating to the procurement.
